SUBJECT: FISCAL YEAR 2001-2002 VALLEY STREET/CALGROVE BOULEVARD
CUL-DE-SAC IMPROVEMENTS — PROJECT NO. S2003 — AWARD OF
CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council award the construction contract for the Valley Street/Calgrove Boulevard
Cul -de -Sac Improvements, CIP Project No. S2003, to Tyner Paving in the amount of
$75,144.78 and authorize a 15 percent contingency in the amount of $11,271.72; and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
At its April 10, 2001 regular meeting, the City Council approved a budget transfer from
City Council Contingency Account No. 1240-7401 to Account No. S2003001-8001 in the
amount of $225,000.00, and directed staff to install the necessary physical improvements to
fulfill the direction taken by the City Council on March 27, 2001.
On May 23, 2001, staff met with the Los Angeles County Sheriffs Department and
Fire Department to discuss the current interim closure and future permanent closure.
Sheriffs Department and Fire Department representatives provided suggestions and
recommendations that would maintain adequate accessibility for prompt emergency
response.
The meeting held with emergency services representatives was helpful in generating ideas
for an automated gate system for the permanent closure. Staff and the emergency service
providers are confident that a reasonable system incorporating Knox technology will be the
best solution for the given conditions.
On February 13, 2002, construction bids were opened. There were a total of 14 bids (see
attached Exhibit "A!'). The lowest responsive bidder was Tyner Paving. Construction is
scheduled to begin in early March 2002, with anticipated completion occurring in early April
2002.

FISCAL IMPACT
At the April 10, 2001 City Council meeting, the City Council approved a budget transfer from
City Council Contingency Account No. 1240-7401 to Account No. 52003001-8001 in the
amount of $225,000.00 for the design and construction of the permanent cul-de-sac
improvements at the intersection of Valley Street and Calgrove Boulevard.
The City will also incur additional maintenance costs for the access control devices necessary
to maintain emergency vehicle accessibility.
