SUBJECT: INITIATION OF THE WHITNEY CANYON ANNEXATION
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
Authorize the City Manager, or designee, to initiate the Whitney Canyon Annexation and
approve and authorize the transfer of $25,000 from the City Council Contingency Fund,
Account No. 2250-7401, to the Planning and Building Services' Annexation Services
Account No. 3120-8003 for the Whitney Canyon Annexation.
BACKGROUND
On July 23, 2002, the Santa Clarita Watershed Recreation and Conservation Authority
(SCWRCA), a joint powers authority between the City of Santa Clarita and the Santa
Clarita Mountains Conservancy, closed escrow on Whitney Canyon. The project area,
purchased to provide the public with more open space, consists of 442 acres of undeveloped
property located adjacent to the City limits, east of the Antelope Valley Freeway, extending
east at the terminus of San Fernando Road and into a portion of the Angeles National
Forest.
As part of this annexation process, Planning staff will prepare a CEQA-required Initial
Study, process a General Plan amendment and prezone designation to Open Space, and
complete an application for annexation to the City of Santa Clarita. Related costs were not
budgeted for FY 02/03. The requested funds would cover mapping costs and fees for the
Whitney Canyon Annexation and related entitlements tentatively scheduled for
consideration by the Planning Commission in January 2003, and the City Council in
February 2003. The annexation application would also be submitted to the Local Agency
Formation Commission (LAFCO) in February 2003.
ALTERNATIVE ACTIONS
1. Do not appropriate the funds that would provide for the Whitney Canyon
Annexation and related costs.
2. Other action as determined by the Council.

FISCAL IMPACT
Funds were not appropriated for the Whitney Canyon Annexation in the FY 02/03 budget.
Requested funds would cover the cost for annexation planning services and related fees as
follows:
Map $15,000
LAFCO Fee $ 7,000
State Board of Equalization Fee $ 2,000
Notifications $ 1,000
There is a current balance of $1,604,456 available in the City Council Contingency Fund.
Approval of this request will leave a remaining balance of $1,579,456 not withstanding any
other appropriations from the City Council Contingency Fund.
