HomeMy WebLinkAbout2002-02-12 - AGENDA REPORTS - WILEY CYN CONDO GP AMEND (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: Vince Berton PUBLIC HEARING DATE: February 12, 2002 SUBJECT: MASTER CASE 01-254, GENERAL PLAN AMENDMENT 01-004, ZONE CHANGE 01-002 FROM CO PD TO RMH AND TENTATIVE TRACT MAP 53588, CONSTRUCTION OF SEVEN CONDOMINIUM BUILDINGS AT WILEY CANYON ROAD DEPARTMENT: Planning and Building Services RECOMMENDED ACTION The City Council receive staff presentation, open the public hearing, receive public testimony, close the public hearing, discuss and adopt the Planning Commission recommendation to adopt a Resolution adopting the mitigated negative declaration, and approving General Plan Amendment 01-004, Tentative Tract Map 53588, introduce an Ordinance approving Zone Change 01-002, and pass to second reading on February 26, 2002. BACKGROUND On July 18, 2001, an application to subdivide 1.4 acres of land located on Wiley Canyon Road at Via Macarena was filed by the applicant, Newhall Land, with the City of Santa Clarita's Planning & Building Services Department. The application also includes a Zone Change and General Plan Amendment to change the land use designation of the vacant 1.4 acre parcel and the neighboring parcel containing a day care facility from CO (Commercial Office) with a PD (Planned Development) Overlay to RMH (Residential Medium High). ANALYSIS Surrounding Land Use The project sites, the vacant parcel and the daycare facility, are surrounded by developed properties and the South Fork of the Santa Clara River. The site is bound by Wiley Canyon Road and single-family residential units to the north, single-family homes to the west and a church to the east. A 52' wide maintenance easement is located to the south of the project site and is located between the project site and the South Fork of the Santa Clara River. No impacts to the River or the easement are anticipated with this application to develop Foa3 Agenda Item:_.L.i. seven condominiums on the vacant site and to change the zone of the vacant site and the site containing a daycare facility. Zone Change l General Plan Amendment The City's General Plan designates the vacant 1.4 -acre site and the site containing the daycare facility CN (Commercial Neighborhood) and the City's Zoning Map designates the site as CN (Commercial Neighborhood) with a PD (Planned Development) Overlay. The applicant is requesting to change the designations of the project sites to RMH (Residential Medium High). Because the site developed with a daycare center received approval of a conditional use permit (required for daycare centers operated in CN PD zones) the zone change and general plan amendment will not create a non -conforming situation with the currently developed site. The applicant is proposing to rezone the site to make the site consistent with the surrounding development, and to allow for the development of multi- family homes. The site currently has a PD (Planned Development) Overlay. The PD Overlay allows for flexibility in the design of developments, and requires review in the form of a conditional use permit when new development is proposed to review the compatibility with the surrounding uses. The current proposal, to develop 21 units on the vacant site, meets the development standards of the proposed RMH zone, and is compatible with the surrounding uses, therefore, the PD Overlay is no longer necessary. Tentative Tract Map The applicant is proposing to develop the vacant site with 21 condominium units and a private driveway. The seven buildings are proposed to be two -stories in height. Each building would contain two, three -unit townhomes, one carriage unit and garages for the units. The proposal complies with the development standards of the RMH zone for the development of multi -family units, including, height, landscaping and parking. The applicant is proposing two story homes with a 360 -degree style of architecture and concrete shingles to match the existing homes in the area. The applicant is also proposing to construct detached garages. These garages would be enclosed on three sides and would be used by the residents. The applicant has submitted architectural and landscaping plans for the development. The proposal was reviewed by the City's Architectural Consultant. Comments from the Architectural consultant were incorporated into the design of the project, and made conditions of approval for the project. Planning Commission A Planning Commission hearing was held on November 6, 2001. At the hearing, the Planning Commission voted 5-0 to recommend approval of the General Plan Amendment Zone Change from CO (Commercial Office) with a PD (Planned Development) Overlay to RMH(Residential Medium High) and a Tentative Tract Map to develop 21 multi -family units. ALTERNATIVE ACTIONS 1. Council may choose not to adopt Resolution and Ordinance and not pass to second reading on February 26, 2002. 2. Other direction as determined by the City Council. FISCAL IMPACT Residential projects do not generate revenue for the City. There would be additional costs to the City's General Fund to provide services as a result of the approval of 21 units. The costs are unknown at this time. However, due to the size of the development, costs are expected to be minimal. The project consists of development and land use designation change of a 1.4 -acre vacant parcel and land use designation change of a developed parcel. The project site is located at 23720 and 23706 Wiley Canyon Road. A Mitigated Negative Declaration has been prepared for the project and is available for public review at the City of Santa Clarita Planning and Building Services Counter. The project proponent is Newhall Land and DeBeikes Investment Company. Proponents, opponents and any interested persons may appear and be heard on this matter at that time.
