NOVEMBER 5, 2002 CALL TO ORDER Mayor Ferry called to order the special meeting of the City Council at 4:35 p.m. ROLL CALL All Councilmembers were present with the exception of Councilmember McLean. COUNCILMEMBER COMMENTS There were none. PUBLIC PARTICIPATION There was none. STAFF COMMENTS There were none. ITEM 1 CLOSED SESSION Brian Pierik, Assistant City Attorney, advised of the need to conduct a Closed Session for the purpose of discussing: EMPLOYMENT OF PUBLIC EMPLOYEE Government Code Section 54957 City Manager RECESS AND RECONVENE Mayor Ferry recessed the meeting to closed session at 4:36 p.m. and reconvened the meeting at 5:21 p.m. All Councilmembers were present. ANNOUNCEMENT Mayor Ferry reported on the recruitment process and announced that by a 5-0 vote, the City Council agreed to offer the City Manager position to Interim City Manager Ken Pulskamp. Councilmembers offered comments on the process and to Mr. Pulskamp. Ken Pulskamp, Interim City Manager, thanked the Council, accepted the position, offered comments and introduced his 2 daughters in attendance at the meeting. ITEM 2 NEW BUSINESS APPROVAL OF CITY MANAGER CONTRACT -- Mayor Ferry announced that the contract would be finalized and placed on the November 12, 2002 Council agenda for approval. ITEM 3 NEW BUSINESS DESIGNATION OF PICO CANYON ROAD/OAK TREE IMPACTS Councilmember Weste reported that the development now being built by John Laing Homes requires the construction of Pico Canyon Road to the full width of the County's master planned highway of 100 feet. In 1999, an agreement was signed by John Laing Homes and SCOPE (Santa Clarita Organization for Planning and Environment) which delayed this improvement for three years, terminating on November 1, 2002. Addressing the Council on this item was Cam Noltemeyer; Lynne Plambeck representing SCOPE; Paul Edelman representing Santa Monica Mountains Conservancy; Bill Rattazzi representing John Laing Homes; Diane Trautman; Barbara Wampole representing Friends of the Santa Clara River; Sharon Koppenhaver representing Southern Oaks Neighborhood; Mike Lyons representing Santa Clarita Oaks Conservancy; Steve Skidmore; Robert Fredericks; and Nina Rettke. One written comment was submitted. Motion by Weste, second by McLean, to send a letter to the County of Los Angeles in support of saving the 400 -year-old oak tree as well as other oak trees in the area, with staff to work with the County, the Santa Monica Mountains Conservancy, the development community and the environmental community in looking at solutions including downgrading Pico Canyon Road. On roll call vote: Ayes: McLean, Kellar, Weste Noes: Smyth, Ferry Absent: None Motion carried. ADJOURNMENT Mayor Ferry adjourned the meeting at 6:44 p.m. FUTURE MEETINGS A City Council Joint Study Session with the Planning Commission will be held Tuesday, n the Century Room, 1" floor of City Hall, November 5, 2002 at 5:30 P.M. i 23920 Valencia Blvd., Santa Clarita, CA. The next regular meeting of the City Council will be held Tuesday, November 12, 2002 at 6:00 p.m. in the Council Chamber, 1" floor of City Hall, 23920 Valencia Blvd., Santa Clarita, CA.
