HomeMy WebLinkAbout2002-01-02 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session January 2, 2002 Call To Order: 5:32 p.m. Roll Call: All Councilmembers were present Flag Salute: Led by Troy Brown, Management Analyst ITEM 1 CHARACTER COUN'T'S! PRESENTATION — City Manager, George Caravalho introduced Adele Macpherson, Superintendent of Community Services, who gave a brief introduction to the Character Counts presentation, as well as introducing Diane Ball, Character Development Specialist. Ms. Ball presented Council with the Character Counts program, including the "Six Pillars of Character," which are Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship. Council was very appreciative of the presentation and had no further comments or questions. ITEM 2 HISTORIC PRESERVATION REPORT — Jeff Lambert, Director of Planning and Building Services, presented Council with an update to Historic Preservation issues, including the pros and cons of mandatory vs. voluntary. Mandatory — allows City to designate a property without the consent of the owner. Voluntary — designation process is initiated by the property owner or requires the owners' consent. Council questions, concerns and comments included: Important to move forward with the ordinance; strike a balance with property owners; adopt specific guidelines within the ordinance; maintain integral roots and heritage; place no financial burden on the business folks; work expeditiously on this matter; consider the idea of a Historic District; survey the citizens about what they want; involve the community in the process; must not interfere with a property owner's rights; mandatory ordinance may be the best way to move forward with this; important to preserve historic property; staff must be well versed in this matter when dealing with the citizens; important to have a guide to assist in historic preservation; staff should meet and discuss this issue with the County; provide incentives along with the mandatory ordinance. Public Participation speakers on this issue included: Marsha McLean; Duane Harte; Carol Rock; Cynthia Harris; Allan Cameron; Pauline Harte.
