HomeMy WebLinkAbout2002-02-05 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session February 5, 2002 Call To Order: 6:00 p.m. Roll Call: All Councilmembers were present Flag Salute: Led by Mayor Frank Ferry ITEM 1 PROPOSED SANTA CLARA RIVER CHLORIDE TMDL — City Manager, George Caravalho introduced Vicki Conway and Sharon Green of the Los Angeles County Sanitation District who presented Council with a background on chloride Total Maximum Daily Load (TMDL). The presentation included the background of the Santa Clara River flow, existing chloride water quality objectives; protection of agricultural crops in the watershed; activities to reduce Chloride Loadings; State Laws which will affect local regulation or self - regenerating water softeners and limitations of public agencies. Council questions, concerns and comments included: Extreme costs to homeowners; Prop 218 concerns; Fines for non-compliance; feedback from avocado farmers; litigation concerns; past efforts in Sacramento to get laws changed; the need for strong effective lobbying; importance of having the Regional Water Board appear at the next Council meeting; public outreach and communication; review legislation for 2003. Public Participation speakers on this issue included: Marsha McLean and John Steffen. ITEM 2 CABLE FRANCHISE AGREEMENTS — Steve Stark, Director of Administrative Services introduced his staff including Frank Oviedo, Management Analyst; Erin Lillibridge, Intern; Consultant Michael Freedman of Telecommunications Management Corporation (TMC); Brad Wohlenberg of Burke, Williams, Sorensen. Frank Oviedo gave a brief presentation including the history of cable franchise in the City; progress of renewal; franchise evaluation; needs assessment; renewal negotiations; compliance with current agreement; system upgrades; customer service provisions; expectations; technical issues. Council questions, concerns and comments included: clarification of educational programming; limitations of channels allowed; few choices; regulations; live programming; rate increases; customer service; frustration of cable problems; cable vs. satellite; public access.
