February 19, 2002
Call To Order: 5:38 p.m.
Roll Call: All Councilmembers were present with the exception of Mayor Ferry
All Planning Commissioners were present.

Mayor Ferry arrived at 5:50 p.m.
ITEM 1 MAYOR'S COMMITTEE ON MANAGED GROWTH FOR A QUALITY
COMMUNITY — PRESENTATION OF GROWTH MANAGEMENT
STRATEGIES FOR THE SANTA CLARITA VALLEY REPORT — Mayor Pro
Tem Smyth gave a brief introduction of the item and introduced the chair of the
committee, John Hoskinson. Mr. Hoskinson presented the Council and the
Planning Commission with the Growth Management Strategies for the Santa
Clarita Valley. His report included definition of Managed Growth and Mission
Statement; the work plan including Phases I, II, and III; the committee
approach; 14 issue areas; financial realities; strategy development;
implementation committee; community participation.
Council / Planning Commission questions, concerns and comments
included: Consideration of annexation; new opportunities in funding; expansion
of the implementation committee; schools; funding; lobbying; concerns regarding
SB 50; lack of revenue; community participation and buy -in; commended the
Mayor's Committee for a thorough / visionary document; keep actively pursuing
County and State revenues; incorporation of the One Valley One Vision plan;
importance of having a broad cross section within the committee as the Mayor's
committee is now; committee should not get bogged down in project by project
issues; assessment districts; special bonds; defining roles of committee;
committee should continue to work on the joint general plan; importance of
having financial / marketing people involved.
Speaking during Public Participation on this issue was John Grannis.
City Manager, George Caravalho referred to several pages of the report and
defined the primary task of the implementation committee as well as other tasks,
reiterating that the successful implementation of these growth management
strategies requires community buy -in and ownership.
Mayor Ferry adjourned the meeting at 6:57 p.m.
