HomeMy WebLinkAbout2002-03-05 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session March 5, 2002 Call To Order: 5:39 p.m. Roll Call: All Councilmembers were present Flag Salute: Led by Hope Horner, Community Center Coordinator ITEM 1 PROPOSED SHORT AND LONG TERM SITES FOR CITY'S COMMUNITY CENTER — Rick Gould, Director of Parks, Recreation and Community Services presented this item to Council with an overview of the Community Center background; accomplishments; critical issues; long and short term solutions; potential long term sites; benefits and drawbacks; options and recommendations. Council questions, concerns and comments included: How much parking is actually needed; parking clarification for Anawalt and Metrolink; flood issues connected with Anawalt; improvements for adequate safety; cost of Kinnen property; clarification of feasibility study; discussion with Mark Gates and his project; relationship with other projects going on; clean up of construction property of Anawalt; Crozier Property is a lost cause; consider Mnnen site; adequate space for boxing facility; consider Anawalt property as short term and long term site; connect site with the trail system — this is extremely important; MWD easement concerns; strong potential of Anawalt site; negotiation of costs; opportunities for public / private partnership; consider the Anawalt, Kinnen and Gates potential. Public Participation speakers on this issue included: Rosa Hernandez, Teresa Mare, Bob Paul, Jan Bilson, and Marsha McLean. ITEM 2 SHARE THE VISION IV — E*MAGINE THE FUTURE — George Caravalho, City Manager presented Council with the draft strategic plan developed from the Share the Vision IV planning session. This community strategic planning session, Share the Vision IV — E*magine the Future, was the fourth in a series of successful planning efforts hosted by the City for community wide benefit. The plan focuses on five key areas identified as top priorities by the community, which include economic development; growth and transportation; parks, recreation and open space; education and schools; and health and welfare. Council questions, concerns and comments included: Council requested more time to review the entire document before making comments; clarification of creating an image; balancing quality / growth / businesses; maintaining City and keep from "slumming out"; importance of an economic engine; retain filming industry; tourism will grow; food industry is growing; capitalize on film and commerce; focus on six or eight issues; marketing strategies; define and create a "sense of place"; sustainability of businesses — must be a synergy of business; Council will give comments to City Manager independently.
