ITEM 1 HOMELESSNESS IN SANTA CLARITA — Ken Pulskamp, Interim City
Manager presented the Council with a brief history of the City's role regarding
the homeless situation, winter shelter for the community's homeless population,
the City's desire to provide the community with a stable, efficient, effective, and
long-term solution to providing a winter shelter. Ken Pulskamp then introduced
Adele Macpherson, Superintendent for the Community Services Division of the
City. Adele Macpherson gave a brief update and introduced several guest
speakers, including: Tim Davis, President of the Community Development
Corporation; Joseph Colletti, of The Institute for Urban Research and
Development; Laura Morefield of the Santa Clarita Valley Food Pantry; Mitchell
Netburn of the Los Angeles Homeless Service Authority; Joe Bowman, of Home
Aide Chapter of Los Angeles; Dennis Luppens, Management Analyst for the City
of Santa Clarita. Each representative gave a brief presentation on several
issues, including: continuum of care system for homeless individuals and
families; outreach; emergency shelter; transitional shelter; transitional housing;
permanent supportive housing; supportive services; key findings and figures.
Council questions, concerns and comments included: Cost of possible site
area; how much land is necessary; feedback from Weyerhaeuser Corporation;
possible joint agreement with Weyerhaeuser and City regarding the land; grant
monies; secure the property; working out a plan; community participation plan;
significant budget constraints the City is dealing with now; option to lease area
from County; how quickly can everything happen; be cautious as to the direction
the City is heading; use of tax payer monies; many homeless choose this lifestyle;
many homeless need very little help, others need quite a bit of help; there are
many organizations that help in this situation, for example the Red Cross; the
City needs to do their homework, as there are many resources available to help
people.
Staff will research the property in connection with Weyerhaeuser and the
County, and bring a recommendation to Council at a future meeting date.
There was no Public Participation on this issue.
Mayor Ferry adjourned the meeting at 7:00 p.m.
