ITEM 1 SOLID WASTE FRANCHISE RFP PROCESS — Ken Pulskamp, Interim City
Manager presented the Council with a brief introduction regarding the process
of the Solid Waste Franchise RFP , stating that staff was prepared to update
Council on the Base Year Study; overview of major findings from Bid research;
looking for direction from Council on the timing to initiate the Franchise Bid;
role of the Solid Waste Subcommittee; professional and legal resources to
prepare the bid and franchise documents; Council priorities to increase diversion.
Ken Pulskamp then turned the discussion over to Jill Fosselman, Interim
Assistant to the City Manager. Jill presented Council with the timeline
background regarding past Council direction; action staff has taken; update on
Diversion; Diversion challenges; City survey of recent Franchise Bid Experience;
findings regarding professional / legal assistance. Jeff Lambert presented
Council with information regarding the bid process; Materials Recovery Facility
(MRF) issues; timing implications for initiating the bid process.
Council questions, concerns and comments included: Council thanked staff
for their hard work and dedication to this project and for a thorough
presentation. Consensus from Council was to have this process go to bid. AB939
is going to drive the City; MRF needs to be involved in process; necessary to have
guarantee on the disposal commitment, priority over other municipalities; City
trucks should stay within City limits; set benchmark with a punitive clause;
work towards an all natural gas fleet; better to move forward now, rather than
later; involve the public - incorporate their thoughts; necessary for outside legal
counsel - need someone with experience in this field; many decisions will be
made once the consultant is on board; possible citizens waste management
committee to help with the RFP process; clarification of co -mingling of trash;
important to be a leading City in this process; recovery of costs is very important;
hire the right people; use resources from the community; move on the multi-
family / commercial aspect; enhance the recycling program; develop programs
and work on diversion challenges.

Hammer.
Mayor Ferry adjourned the meeting at 6:49 p.m.
