Roll Call: All Councilmembers were present.

ITEM 1 FISCAL YEAR 2002/2003 MID -YEAR BUDGET REVIEW — Ken Pulskamp,
City Manager presented the Council with a review of the Mid -Year Budget, with
highlights on the Economic outlook; State budget deficit; State budget cuts;
General Fund Revenue; Operating Expenditures; Capital Expenditures; Fund
Balance Analysis and Proposed Reserves.
Council questions, concerns and comments included: Importance of VLF
communication to legislators.
ITEM 2 FILM PERMITTING - Ken Pulskamp, City Manager introduced Jason
Crawford, Admin. Analyst in the Economic Development Division of the City
Manager's Department. Jason presented Council with a brief overview of Film
Permitting, including such highlights as: Analysis of City's role in filming; role
of the EIDC; positive support from residents and businesses; film industry; 5'
District; permitting responsibilities; advantages of City issuing permits; new
revenue / cost; economic impact.
Council questions, concerns and comments included: Support film
permitting; pleased that Supervisors are in agreement with this; easy access to
apply for permit; possibility of additional personnel; beneficial to Santa Clarita
Valley; importance of accountability from the film companies; possible
exemptions for student filming - which is included in the Ordinance that Council
recently adopted.
ITEM 3 TRAFFIC SAFETY OVERVIEW - Ken Pulskamp, City Manager gave a brief
overview and introduced Andrew Yi, City Traffic Engineer, Captain Don
Rodriguez of the Sheriffs Department and Mary McChesney of Los Angeles
County. Andrew Yi and Don Rodriguez presented Council with a review of the
issue of traffic safety, highlights included: Citywide Traffic Collision Statistics;
current and on-going traffic safety programs; new/upcoming traffic safety
programs; population growth; accident statistics; collision rate comparison;
primary collision factors; fatality collisions; current and new programs.
Council questions, concerns and comments included: Very pleased with
the number of programs; importance of working with the newspapers and media
to show where the City stands; everyone shares in the concern of traffic issues;
work on something "dramatic" that will change the traffic issues; importance of
roads that are going to move people along, not just neighborhood roads;
importance of keeping the traffic safety committee on-going; a committee with
expertise in levels of traffic issues; traffic synchronization; proud of work that
has already been done; keep moving ahead - fluid; possibility of monthly
intersection program; aggressiveness with ticketing people who continue to
travel through red lights after light has changed; public education; camera
technology; promote personal responsibility; request for different numbers to
show statistics including areas of Plum Cyn.; Copperhill, etc.; put money towards
educational programs; more vehicle enforcement; more DUI check points;
aggressiveness on training and education.
