AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
APPROVING PREZONE NO. 97-001 (MASTER CASE 97-212)
FOR THE GOLDEN VALLEY RANCH ANNEXATION AREA (ANNEXATION 1997-001)
LOCATED GENERALLY EAST OF STATE ROUTE 14, GENERALLY NORTH OF
PLACERITA CANYON ROAD, AND WEST OF THE SAND CANYON COMMUNITY
ADJACENT TO AND OUTSIDE THE EXISTING CITY LIMITS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES ORDAIN
AS FOLLOWS:
SECTION 1: FINDINGS OF FACT The City Council does hereby make the following
findings of fact:
a. The City of Santa Clarita proposed and initiated prezoning of certain uninhabited
property located in the Canyon Country area, as described in Exhibit A and shown
on Exhibit B, for the purpose of designating Residential Suburban (RS) zoning on
89.8 acres, and Community Commercial (CC) zoning on 1,169.2 acres plus an
additional 6.1 acres adjacent to the site that the applicant is acquiring from
Caltrans, to allow for annexation of uninhabited land commonly known as Golden
Valley Ranch Annexation (Annexation 1997-001) to the City of Santa Clarita.
b. Such prezoning would become effective upon annexation and designated upon the
Zoning Map incorporated within and part of Title 17 of the City's Unified
Development Code.
C. The Planning Commission held duly noticed public hearings on the Golden Valley
Ranch entitlements, including the Prezone 97-001 and Annexation 1997-001, on
August 17, 1999, and continuing on September 7, September 21, December 7, 1999,
January 4, January 18, January 20, February 1, February 10, March 7, April 18,
and May 30, 2000. The Planning Commission closed the public hearing on
May 30, 2000 and continued the item to the July 5, 2000 meeting for the purposes of
finalizing their recommendation to the City Council. On July 5, 2000, the
Commission voted 3-1-1 to recommend that the City Council deny Prezone 97-001
for the Golden Valley Ranch annexation area (Annexation 1997-001). Notice of said
public hearings was given in the manner required by the Santa Clarita Municipal
Code and State law.
d. The City Council held duly noticed public hearings on the Golden Valley Ranch
entitlements, including the prezoning for the Golden Valley Ranch annexation area
on March 27, 2001 and January 24, 2002, for purposes of making their final
determination on the prezoning for the annexation area.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the City Council and on its behalf, the
City Council further finds as follows:
a. The purpose of the proposal is to prezone the project site from Los Angeles County

Heavy Agriculture, 1 acre minimum lot size (A-2-1) and Single -Family Residential, ^-
7,000 square foot lot size (R-1-7,000) to City of Santa Clarita Residential Suburban
(RS) zone and Community Commercial (CC) zone upon adoption of proposed General
Plan Amendment No. 97-003, and certification of Final EIR SCH No. 97121037.
b. That the prezone has been reviewed for consistency with the City's proposed General
Plan Amendment No. 97-003.
C. Public participation and notification requirements pursuant to Sections 65090 and
65391 of the Government Code of the State of California were duly followed.
SECTION 3. In making the determination contained in this ordinance, the City Council
has considered certain principals and standards, and finds and determines as follows:
a. That a need for the prezone to RS and CC zoning does exist within the area of the
subject property and is consistent with the proposed General Plan Amendment No.
97-003.
b. That public necessity, convenience, general welfare and good planning practice
justifies the prezone classification to RS and CC based upon existing land uses and
geographical features.
C. That the project site consists of 1,259 uninhabited acres plus 6.1 acres of Caltrans
property to be acquired by the applicant located contiguous to the City of Santa
Clarita.
d. The certification of the Final Environmental Impact Report (SCH 97121037) and
adoption of a Statement of Overriding Considerations was approved by a separate
resolution.
SECTION 4. The City Council does hereby prezone the Golden Valley Ranch Annexation
area (Annexation 1997-001) to the City of Santa Clarita zones RS and CC, as shown on
Exhibit A attached.
SECTION 5. The City Clerk shall certify to the passage of this Ordinance -and shall cause
the same to be published as required by law.
PASSED, APPROVED, AND ADOPTED this 12th day of February 2002.
