AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, TO APPROVE PREZONE NO. 01-001
(MASTER CASE O1-068) FOR THE STONECREST ANNEXATION AREA
LOCATED NORTH OF SOLEDAD CANYON ROAD AND THE ANTELOPE VALLEY
FREEWAY AND EAST OF SHADOW PINES BOULEVARD IN THE COMMUNITY OF
CANYON COUNTRY OUTSIDE OF AND ADJACENT TO THE CITY OF
SANTA CLARITA CITY LIMITS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1: FINDINGS OF FACT. The City Council does hereby make the
following findings of fact:
a. On Decemeber 14, 2000 residents of the Stonecrest subdivision submitted a
petition signed by a majority of property owners in the Stonecrest subdivision
to annex in tot he City of Santa Clarita. One December 15, 2000, the petition
was accepted as a valid petition by City staff, and a logical boundary of the
proposed annexation area was developed.
b. Such prezoning would become effective upon annexation and designated upon
the Zoning Map incorporated within and part of Title 17 of the City's Unified
Development Code.
C. The Planning Commission held duly noticed public hearings on the
Stonecrest Annexation area land use designation changes, including the
Prezone 01-001 on January 15, 2002. On January 15, 2002 the Commission
voted 5 - 0 to recommend that the City Council approve Prezone 01-001 for
the Stonecrest Annexation Area. Notice of said public hearings was given in
the manner required by the Santa Clarita Municipal Code and State law.
SECTION 2. Based upon the testimony and other evidence received at the hearing,
and upon the study and investigation made by the Planning Commission and on its behalf,
the City Council further finds as follows:
a. The purpose of the proposal is to prezone the project site from Los Angeles
County Residential, 5,000 square foot minimum lot size (R-1-5000) to City of
Santa Clarita Residential Suburban (RS) zone upon adoption of proposed
General Plan Amendment No. 01-005, and the Negative Declaration prepared
for the project, approved under separate resolution.
b. That the prezone has been reviewed for consistency with the City's proposed
General Plan Amendment No.01-005.
C. Public participation and notification requirements pursuant to Sections
65090 and 65391 of the Government Code of the State of California were duly
followed.

d. The Negative Declaration prepared for this project was approved by separate
resolution by the City Council on February 12, 2002.
SECTION 3. FINDINGS FOR PREZONE. Based upon the foregoing facts and
findings, the City Council hereby finds as follows:
a. That a need for the prezone of Residential Suburban (RS) does exist within
the area of the project site so the site can be annexed in to the City of Santa
Clarita and so the site's zoning designation would be consistent with the
adjacent residential neighborhood.
b. That the subject property is a proper location for the RS zoning designation,
because the site has been developed in compliance with the RS development
standards and is adjacent to areas with the same zoning designation and
similar type of development.
C. That public necessity, convenience, general welfare and good planning
practice justifies the prezone classifications proposed because the
development will be consistent with the surrounding development and
consistent with the City's development standards.
d. That the proposed prezoning designation of RS is consistent with existing
land uses in the area and would not result in a substantive change to the
existing zoning of the project site, as the area and the adjacent developed
area is developed in compliance with the RS development standards.
e. That the project site consists of 177 acres of land containing 500 single-family
detached homes, contiguous to.the corporate limits of the City of Santa
Clarita.
SECTION 4. The City Council approves the request to prezone the Stonecrest
Annexation area to the City of Santa Clarita zones RS, as shown on Exhibit A attached.
SECTION 6. The City Clerk shall certify to the passage of this Ordinance and shall
cause the same to be published as required by law.
PASSED, APPROVED, AND ADOPTED this 26`" day of February, 2002.
