HomeMy WebLinkAbout2002-07-09 - RESOLUTIONS - AB 2747 TAX CREDIT ON FILM (2)RESOLUTION NO. 02-117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, SUPPORTING CALIFORNIA ASSEMBLY BILL 2747 ESTABLISHING A FIFTEEN PERCENT STATE INCOME TAX CREDIT ON WAGES PAID ON FILM AND TELEVISION PRODUCTION IN CALIFORNIA WHEREAS, any official position of the City of Santa Clarita with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal government body or agency must have first been adopted in the form of a Resolution by the City Council with concurrence of the Mayor and, WHEREAS, California produces 70% of the total revenue of the motion picture industry worldwide; and WHEREAS, in 2001, the film production industry directly generated 283,000 jobs in California adding $35 billion to the state's economy; and WHEREAS, from 1992 to 1996, employment in the entertainment industry rose significantly, helping California recover from its economic recession; and WHEREAS, within the last year, the Los Angeles region saw a loss of thousands of jobs in the film industry partially as a result of foreign governments offering substantial government incentives and tax rebates to encourage productions to `runaway" from California and the Unites States; and WHEREAS, for calendar year 2001, seven out of ten United States movies for television and television -miniseries were filmed outside the United States, taking a significant number of jobs out of the Los Angeles region; and WHEREAS, Assemblyman Wesson has introduced legislation for the 2001-2002 Legislative Session, AB 2747, to provide a 15% state income tax credit on wages paid for filming in California; and WHEREAS, in order to stop further `runaway" motion picture and television production and keep California's economy stable, it is important for the City to support efforts aimed at securing local entertainment industry jobs; NOW, THEREFORE, the City Council of the City of Santa Clarita does resolve as follows: SECTION 1. The City of Santa Clarita hereby includes in its 2001-2002 Legislative Program support of AB 2747 (Wesson) which would provide a 15% state income tax credit on wages paid on film and television production in California.
