HomeMy WebLinkAbout2002-12-10 - RESOLUTIONS - DESIGN GUIDELINES (2)RESOLUTION NO 02-174 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ADOPTING THE CITY ARCHITECTURAL DESIGN GUIDELINES (MASTER CASE O1-147) WHEREAS, the City Council of the City of Santa Clarita (hereafter "City") hereby makes the following findings of fact: A. The preparation of the City Architectural Design Guidelines was initiated by the City Council (Master Case 01-147). The City Architectural Design Guidelines would apply Citywide and areas annexed in the future. B. A Parks and Recreation Commission meeting was held on October 3, 2002 at 5:00 p.m. in the City Council Chambers, First Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the Parks and Recreation Commission reviewed and provided comments on the City Architectural Design Guidelines. C. A public hearing was duly noticed for the Planning Commission meeting of November 5, 2002, which was held at 7:00 p.m. in the City Council Chambers, First Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the Planning Commission received the staff report, provided comments and adopted Resolution P02-35, recommending adoption of the City Architectural Design Guidelines dated October 21, 2002 with the errata dated November 24, 2002 to the City Council. D. The Architectural Design Guidelines and the errata are consistent with the City's General Plan goals and policies. E. A hearing was duly noticed for the City Council meeting of December 10, 2002, which was held at 7:00 p.m. in the City Council Chambers, First Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the City Council received the staff report and public testimony. F. WHEREAS, in making its determination regarding the City Architectural Design Guidelines, the City Council has considered certain principles and standards, and finds and determines as follows: G. The City Architectural Design Guidelines is a document that would provide guidelines for visual and aesthetic enhancements that could be applied to existing private property and future planning and improvement projects on private property within the City and future annexation areas. H. The City Architectural Design Guidelines contributes to the City's visual resources and overall physical environment. Resolution No. 02-174 Page 2 I. The City Architectural Design Guidelines addresses the design and long-term maintenance of private property elements that have a significant effect on the City's physical environment. J. On June 25, 1991, the City Council adopted Resolution No. 91-88, approving and certifying the Environmental Impact Report for the General Plan and adopting the General Plan for the City of Santa Clarita. K. The City Architectural Design Guidelines are consistent with the goals and policies outlined within the City of Santa Clarita General Plan. L. The City Architectural Design Guidelines are consistent with the development standards within the City of Santa Clarita Unified Development Code. M. The City Architectural Design Guidelines are consistent with the recommendations within the City Beautification Master Plan. SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. Based upon the testimony and other evidence received at the hearing, and upon the study and investigation made by the City Council find as follows: A. An Initial Study and a Negative Declaration for this project have been prepared in compliance with the California Environmental Quality Act (CEQA). B. The Initial Study has been circulated for review and comment by affected governmental agencies and the public, and all comments received, if any, have been considered. The Negative Declaration was posted and advertised on September 10, 2002, in accordance with CEQA. The public review period was open from September 10, 2002, through October 1, 2002. C. There is no substantial evidence that the project will have a significant effect on the environment. The Negative Declaration reflects the independent judgement of the City of Santa Clarita. D. The location of the documents and other material which constitutes the record of proceedings upon which the decision of the City Council is the Master Case 01-147 project file within the Planning and Building Services Department and is in the custody of the Director of Planning and Building Services. E. The City Council, based upon the findings set forth above, hereby finds that Negative Declaration for this project has been prepared in compliance with CEQA. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa Clarita, California, as follows: Resolution No. 02-174 Page 3 SECTION 1. The City Council hereby approves Master Case 01-147. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, the Architectural Design Guidelines dated October 21, 2002 and the errata dated November 24, 2002.
