HomeMy WebLinkAbout2002-02-26 - RESOLUTIONS - LACO MEASURE C (2)RESOLUTION NOA2-24 A RESOLUTION'OF'THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, IN SUPPORT OF LOS ANGELES COUNTY BALLOT MEASURE PROPOSITION C WHEREAS, Proposition C was placed on the March 5, 2002 ballot by a unanimous vote of the Los Angeles County Board of Supervisors in order to strengthen and modernize . the command structure of the Los Angeles County Sheriff's Department; and WHEREAS, Proposition C will mean a safer Los Angeles County and a more efficient Sheriffs Department; and WHEREAS, the County Charter, which governs the current command structure of the Department was last updated over a quarter century ago. Since then, the County's population has dramatically increased, from 5.8 to 9.8 million, and the Sheriffs Department has grown substantially larger and serves more cities; and WHEREAS, in 1967, the Department had 6,024 total personnel compared to nearly 16,000 today. The number of cities the Department patrols has increased from 23 to 41, this includes the City of Santa Clarita. It is now the largest Sheriffs Department in the nation and the second largest local law enforcement agency in the country, and one of the most diverse and complex; and WHEREAS, the Sheriffs Department has been unable to meet the increased demands on management and supervisors as a result of the limits imposed on the Department by the County Charter drafted in the 1960'x. In the current world environment, in which security and public safety are a high priority in the community, law enforcement should not be burdened with arbitrary bureaucratic constraints that limits its ability to respond to demands placed upon them from domestic and international security threats; and WHEREAS, the Sheriffs Department has developed a strategic plan called LASD2 that stresses workforce excellence, fiscal integrity and organizational effectiveness in order to meet the growth of the past 30 years and the changing needs of law enforcement for Los Angeles County. The plan calls for a Charter Amendment that will increase the number of Assistant Sheriffs from two to three, and increase the number of Division Chiefs from eight to twelve. This measure will allow the hiring of civilians from outside the Department. These civilians will have special skills and experience in technology and infrastructure that are currently not available to the Sheriffs Department. Proposition C will allow the Sheriffs Department to continue their internal reforms by permitting these modest increases in the number of supervisory and management personnel and will add critical skills to the Department to identify and eliminate waste and duplication and improve public accountability.
