HomeMy WebLinkAbout2002-02-12 - RESOLUTIONS - LAX GROUND ACCESS PROJ (2)RESOLUTION NO. 02-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, SUPPORTING THE NEXT PHASE OF IMPLEMENTATION FOR THE LOS ANGELES INTERNATIONAL AIRPORT (LAX) TO PALMDALE AIRPORT GROUND ACCESS PROJECT WHEREAS, the Southern California Association of Governments (SCAG) has determined that regional population growth is expected to increase by approximately six million people (a 40 percent increase) by 2025; and WHEREAS, this population increase requires immediate action to provide additional transportation infrastructure in order to avoid negative impacts on the regional economy and quality of life, including increased traffic congestion, a potential doubling of average daily commuting time, and increased air pollution; and WHEREAS, studies completed by SCAG have determined that a high-speed ground transportation system, based on proven, state-of-the-art magnetic levitation (Maglev) technology, has the ability to effectively transport both goods and the traveling public in an environment -friendly and energy-efficient manner at speeds over 200 mph; and WHEREAS, SCAG has included a high-speed Maglev system, to be funded primarily from system operating revenues as a vital component of the adopted Regional Transportation Plan (RTP); and WHEREAS, SCAG has determined that the Maglev system included in the adopted RTP could be funded from future operating revenues and developed in phases through a public-private partnership, with the first segment operating as early as 2010; and WHEREAS, a high-speed Maglev system could positively affect the distribution of jobs and housing throughout the region, help to distribute air travel demand among the region's airports and thereby reduce pressure on LAX, and guide the planning and design of more efficient and livable communities. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The deployment of the proposed intraregional high-speed Maglev system. SECTION 2. Expeditious completion of required State and federal environmental review processes and other actions to enable the creation of a public-private partnership that would deploy the Maglev system in Southern California. SECTION 3. Federal funding in Fiscal Year 2003 and future year funding at levels sufficient to enable completion of federal and State environmental reviews. SECTION 4. Use of program financing techniques that enable the construction and operation of the Maglev system to be funded from operating and other project -related revenues, such as passenger fares, cargo fees, and station -area revenues.
