A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, MODIFYING THE
APPROVED TRAFFIC CONDITIONS OF APPROVAL FOR THE
ROBINSON RANCH DEVELOPMENT (MASTER CASE 95-049)
IN THE SAND CANYON AREA OF THE CITY OF SANTA CLARITA
WHEREAS, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby find, determine, and
declare:
a. On September 10, 1996 the City Council adopted Resolution 96-120 which
approved Master Case 95-049 which included Vesting Tentative Tract Map
52004, Conditional Use Permit 95-003, Hillside Review 95-002, Development
Review 95-004 and Oak Tree Permit 95-009. The project consisted of 73 single-
family homes and two 18 -hole golf courses on 411 acres in the Sand Canyon
Community. The project also consisted of a zone change, prezone and
annexation.
b. On September 10, 1996 the City Council adopted Resolution 96-120 which also
included certification of the Final Environmental Impact Report for the project.
C. The Conditions of Approval were included as part of the project approval. The
Conditions of Approval contained a number conditions from various effected
agencies. Among them were three conditions, which required street
improvements along Sand Canyon Road adjacent and in proximity to the project
site.
d. The applicant prepared engineered plans for the improvements and the
improvements necessitated the removal of two heritage oak trees and could have
other community impacts. The applicant subsequently submitted an Oak Tree
Permit request to remove the trees.
e. On November 27, 2001 the City Council adopted Resolution 01-159 which upheld
the Planning Commission's denial of Master Case 99-399 which was a request
to remove two heritage oak trees for the required traffic improvements. At that
meeting, the City Council directed the applicant to work with staff to process a
deferral of the traffic improvements.
f. The applicant proposed the modification to three existing Conditions of Approval
(Conditions 14, 16 and 18).
g. The City Council held a duly noticed public hearing on this issue commencing on
July 9; 2002. This meeting was held at 6:00 p.m. at City Hall, 23920 Valencia
Bwalevard . Santa Clarita.

SECTION 2. FINDINGS. In making its determination regarding the changes to the
Conditions of Approval for Master Case 95-049, the City Council has considered certain
principles and standards, and finds and determines as follows:
All required findings identified in City Council Resolution 96-120 are still
applicable with the project as proposed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Clarita, California, as follows:
a. The City Council hereby modifies the existing Conditions of Approval for
Master Case 95-049 as included in City Council Resolution 96-120 as
follows:
Condition 14 Omit
Condition 16 "The applicant shall pay a proportionate fair share
for installation of a traffic signal at the intersection of Lost
Canyon Road and Sand Canyon Road to the satisfaction of the
City's Traffic Engineer. This condition may require road
widening."
Condition 18 "The applicant shall pay for the for the installation
of a left turn lane on Sand Canyon Road at Live Oak Springs
Canyon Road to the satisfaction of the City's Traffic Engineer.
This condition may require road widening."
SECTION 3. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
SECTION 4. This resolution shall be effective immediately upon its adoption on the
9' day of July 2002.
