A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ADOPTING A NEGATIVE DECLARATION
FOR MASTER CASE O1-289 WHICH CONSISTS OF AMENDMENTS TO VARIOUS
SECTIONS OF TITLE 16 "SUBDIVISIONS" AND TITLE 17 "ZONING" OF
THE CITY OF SANTA CLARITA MUNICIPAL CODE
IN THE CITY OF SANTA CLARITA
WHEREAS, the City Council of the City of Santa Clarita does hereby resolve as follows:
SECTION 1. FINDINGS OF FACT. The City Council does hereby find, determine, and
declare:
a. On July 15, 2002, the City of Santa Clarita (the "applicant") initiated an
application for various amendments and clarifications Title 17 of the City of
Santa Clarita Municipal Code;
b. The Planning Commission held a duly noticed public hearing on Title 17 on
August 20, 2002, to amend various sections within the Unified Development
Code (UDC). The public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita;
C. At the hearing described above, the Planning Commission considered staff
presentations, staff reports, public testimony on the proposal and the Negative
Declaration prepared for the project;
d. The Planning Commission recommended that the City Council approve the
Master Case No. 02-258: UDC Amendments 02-001;
e. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed; and
f. The City Council held a duly noticed public hearing on Master Case 02-258 on
September 10, 2002. This public hearing was held at 6:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. Based
upon the foregoing facts and findings in the Initial Study prepared for the project, the Planning
Commission further finds and determines as follows:
a. An Initial Study and a Mitigated Negative Declaration for this project have been
prepared in compliance with the California Environmental Quality Act (CEQA);
b. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have

been considered. The Mitigated Negative Declaration was posted and advertised
on July 31, 2002, in accordance with CE" The public review period was open
from July 31, 2002, through August 30, 2002;
C. There is no substantial evidence that the project will have a significant effect on
the environment. The Mitigated Negative Declaration reflects the independent
judgement of the City of Santa Clarita;
d. The location of the documents and other material which constitutes the record
of proceedings upon which the decision of the City Council is the Master
Case 02-258 project file within the Planning and Building Services Department
and is in the custody of the Director of Planning and Building Services; and
The Planning Commission, based upon the findings set forth above, hereby finds that
Mitigated Negative Declaration for this project has been prepared in compliance with CEQA.
SECTION 3. The City Council hereby adopts the Negative Declaration for Master Case
No. 02-258: Unified Development Code Amendments 02-001.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution for the
adoption of the Negative Declaration.
