HomeMy WebLinkAbout2002-04-23 - RESOLUTIONS - WATER QUALITY BOARD APPT (2)RESOLUTION NO. 02-52 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, IN SUPPORT OF AB 2185 (CHAVEZ) REGARDING APPOINTMENTS TO THE LOS ANGELES REGIONAL WATER QUALITY CONTROL BOARD WHEREAS, the City of Santa Clarita supports the Federal Clean Water Act as a means for protecting oceans, lakes, and streams from pollution; and WHEREAS, the City of Santa Clarita has supported efforts of the National Pollution Discharge Elimination System permit program; and WHEREAS, the City of Santa Clarita devotes significant resources annually to eliminate litter and other pollutants from entering waterways and ultimately the ocean, through its meticulous street sweeping program and active anti -litter campaign; and WHEREAS, it has been projected by a 1998 Caltrans Environmental Program study (conducted by Stanley R. Hoffman Associates), that the new storm water runoff regulations imposed by the Los Angeles Regional Water Quality Control Board would cost Los Angeles County cities approximately $54 billion; and WHEREAS, some of the goals of the new regulations are unattainable, may force cities to reduce essential public services, and may require higher taxes for property owners; and WHEREAS, the new regulations would subject any Los Angeles County city to exorbitant fines, and third -party lawsuits for even minor violations; and WHEREAS, local communities throughout Los Angeles County will ultimately suffer the consequences of the new regulations due to the enormous cost for new storm water filtration infrastructure; and WHEREAS, AB 2185 would allow for better representation on the Los Angeles Regional Water Quality Control Board by allowing board appointments from cities, the County of Los Angeles, and regional water agencies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita as follows: SECTION 1. The City Council of the City of Santa Clarita supports the legislative intent of AB 2185, and encourages members of the California State Legislature and the Governor to approve this bill. SECTION 2. The City Council hereby directs the City Clerk to transmit copies of this Resolution to Governor Gray Davis, State Senator William J. °`Pete" Knight, State Senator Tom McClintock, Assembly Member George Runner, Assembly Member Keith Richman, and the League of California Cities. SECTION 3. The Mayor, or presiding officer, is hereby authorized to affix his/her signature to this. Resolution, signifying its adoption by. the --City Council of the City of Santa Clarita, and the City Clerk, or his/her duly appointed Deputy, is directed to attest hereto.
