HomeMy WebLinkAbout2003-11-25 - AGENDA REPORTS - ADOPT SEMS EMERGENCY OPERATION (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Adele Macpherson DATE: November 25, 2003 SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA TO RE -ADOPT THE STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS) FOR THE CITY OF SANTA CLARITA'S EMERGENCY OPERATIONS PLAN, TRAINING, RESPONDING, AND REPORTING IN THE EVENT OF AN EMERGENCY. DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council to approve the Resolution of the City of Santa Clarita to re -adopt SEMS for the City of Santa Clarita's Emergency Operations Plan, training, responding, and reporting, in the event of an emergency. Sign Letter of Promulgation to officials, employees, and citizens of Santa Clarita. BACKGROUND Emergency planning is a critical responsibility of Federal, State, and local government. The City of Santa Clarita's current revision of the Emergency Operations Plan ensures the most effective and economical allocation of the resources for the maximum benefit and protection of the community in time of emergency. Updated and revised State -approved compliant plans are required for receipt of all future Homeland Security funding, in addition to all future "pre" and "post" Federal disaster mitigation funding. Chapter 7 of Division 1 of Title 2 of the Government Code (GC) also known as the California Emergency Services Act (ESA), defines emergency plans, scope and authority of the State Emergency Plan, authority of the Governor to ensure the development of local plans in coordination with the state plan, and responsibilities of cities and counties to develop emergency plans (GC § 8550 et seq). The Governor's Office of Emergency Services develops the State Emergency Plan and ensures the coordination of location emergency plans with the state plan in accordance with: GC § 8568 making the State Emergency Plan effective in each of the state's political subdivisions, and requiring each governing body to carry out the provisions of that plan. GC § 8570(c) permitting the Governor to "provide for the approval of local emergency plans." The updated Emergency Plan has been reviewed by the Governor's Office of Emergency Services and requires approval by the City Council to become fully compliant with State law. ALTERNATIVE ACTION Other action as determined by Council. FISCAL IMPACT Loss of State Disaster Recovery monies if local jurisdiction plan is not kept in compliance with the State Emergency Services Act ATTACHMENTS Attachment A - Resolution Attachment B - Letter of Promulgation Attachment C - State of California Governor's Office of Emergency Services Approval Letter November 25, 2003 Date LETTER OF PROMULGATION TO: OFFICIALS, EMPLOYEES, AND CITIZENS OF CITY OF SANTA CLARITA The preservation of life and property is an inherent responsibility of local, state, and federal government. The City of Santa Clarita has prepared this Standardized Emergency Management System (SEMS) Emergency Operations Plan to ensure the most effective and economical allocation of resources for the maximum benefit and protection of the civilian population in time of emergency. While no plan can prevent death and destruction, good plans carried out by knowledgeable and well-trained personnel can and will minimize losses. This plan establishes the emergency organization, assigns tasks, specifies policies and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements utilizing this SEMS. The objective of this plan is to incorporate and coordinate all the facilities and personnel of the City into an efficient organization capable of responding to any emergency. This SEMS Emergency Operations Plan is an extension of the California Emergency Plan. It will be reviewed and exercised periodically and revised as necessary to meet changing conditions. The City Council gives its full support to this plan and urges all officials, employees, and citizens, individually and collectively, to do their share in the total emergency effort of the City of Santa Clarita. Concurrence of this promulgation letter constitutes the adoption of the Standardized Emergency Management System by the City of Santa Clarita. This SEMS MHFP will become effective on approval by the City Council. I have reviewed the attached staff report and concur with the findings and recommendations. Accordingly, I have determined that the City of Santa Clarita EOP is acceptable in accordance with the requirements of the Emergency Services Act and the Standardized Emergency Management System. This plan is also consistent with current state guidance. Upon approval by your City Council, please forward a copy of the approving resolution and the list of promulgation to our office to include with this plan. The revision date will be recorded as October 15th, 2006 subsequent to acceptance. Thank you for you planning efforts.
