AMENDMENT TO AGREEMENT WITH CURBSIDE, INC. FOR
E -WASTE AMNESTY PROGRAM

RECOMMENDED ACTION
City Council approve the amendment to Curbside, Inc.'s Household Hazardous Waste Collection
agreement to implement a door-to-door e -waste amnesty collection program (cost not to exceed
$54,000) and to adjust the household hazardous waste program (cost not to exceed $150,000 per
year) subject to City Attorney approval.
BACKGROUND
E- Waste - Electronic waste (e -waste) is considered a universal waste (wastes that require special
handling similar to hazardous wastes) and will soon be classified as hazardous waste. Therefore
the collection of e -waste is becoming more expensive, while the options available to cities have
been diminishing. Staff submitted a grant application to the California Integrated Waste
Management Board (CIWMB) requesting grant funds for a door-to-door e -waste amnesty
collection program. The program would allow a limited number of residents of the Santa Clarita
Valley to request the free collection of e -waste from their homes following the Christmas
holiday. This program would help meet the City's requirements until the implementation of the
City's new residential trash franchise agreement effective in April 2006, which requires the
hauler to collect the e -waste free of charge.
The CIWMB awarded the City a grant in the amount of $67,218, of which $54,000 would be
used for the free e -waste collection, and the remaining amount to promote the program. Staff
negotiated with Curbside, Inc. (the City's current household hazardous waste collector) to
implement the amnesty program because it would only require an enhancement to the City's
current services, and would also lead to substantial cost savings since both household hazardous
waste (HHW) and e -waste can be collected at the same time. Staff prepared the amendments to
allow Curbside, Inc. to collect the materials in accordance with the City's agreement with the
CIWMB at the prescribed rates. Since the processing and recycling costs of e -waste fluctuate,
the City will evaluate the rates annually prior to commencing the next amnesty program.
The cost to the City for the collection of e -waste is dependant on the types of materials collected
plus a $35 stop charge ($60 for some locations outside of City borders). For example, the
collection of a television with a screen greater than 31 inches (non -console) would cost $50 plus
the $35 stop charge for a total of $85. If a City resident requests both e -waste and HHW be
collected on the same visit, Curbside, Inc. will collect both and then waive the $35 stop charge to
the City because that is calculated into the collection rates. Since the HHW door-to-door
collection program is a City program, residents outside of City borders can only request the free
collection of their e -waste, and will not be allowed to request the free collection of HHW.
HHW Rate Increase/Timeline - In addition to outlining the e -waste collection program, the
amendment allows Curbside, Inc. to receive rate increases for the collection of HHW and also
provides a timeline for Curbside, Inc. to follow. The rate increase amendment allows Curbside,
Inc. to increase its current rates for the collection of used oil and HHW by five percent, and also
allows Curbside, Inc. to request additional rate increases in subsequent years. These rate
increases for the following two years must not exceed the CPI increases for the preceding fiscal
year. Curbside, Inc. has been collecting used oil and HHW from the City since 1995 (the current
contract is three years old). Since that time, Curbside, Inc. has not raised rates although the costs
have increased. The timeline amendment outlines the deliverables expected from Curbside, Inc.
along with the deadlines for each item expected by the City. The timeline also outlines the
expiration of the agreement, after which, staff will put the agreement out to bid.

FISCAL IMPACT
The amendment has been prepared in response to a grant awarded to the City by the California
Integrated Waste Management Board in the amount of $67,218. Of the amount awarded to the
City, $54,000 will be used for the collection of e -waste and the remaining $13,218 will be used
for promoting the program. Other than requiring staff time, the e -waste grant program does not
require matching funds.
The HHW rate increase section would increase the rates that the City is currently paying by five
percent. For the remaining portion of this fiscal year, staff anticipates that with the increased
rates, the City will need to pay approximately $37,926 for the collection of used oil and HHW
($17,829 of which would be paid for through Used Oil Block Grant Funds from the CIWMB).
The City currently has $112,970 remaining in HHW Account No. 5720-8069, and $47,335
remaining in Used Oil Block Grants, Account No. 5712-8001. Based on the trends of the past
years, staff does not anticipate that the subsequent two rate increases will deplete the funds that
are normally allocated for the collection of used oil and HHW.
