BACKGROUND On September 10, 2002, the City Council conducted the first reading of an ordinance to amend various sections of the Unified Development Code. The City Council voted unanimously to pass the ordinance to a second reading at the September 24, 2002 meeting. On September 24, 2002, City Council continued this item to October 8, 2002 and directed Council Member Kellar, Council Member Weste and staff to meet with Self -Storage facility owners within the City of Santa Clarita. On September 30, 2002, a meeting with interested business owners was held to discuss their areas of concern. The primary issue area addressed during the meeting was leaving the unified development code unchanged. Consensus between the City and the self -storage facility owners was not reached. As a result, this item is back before City Council without any revisions. ANALYSIS A public notice was published in the Signal newspaper on January 21, 2003. In addition, a public notice was mailed to interested business owners that sign in at the September 30, 2002 meeting. This ordinance would amend self -storage facility requirements in title 17 "Zoning" of the Unified Development Code (UDC). Some of the amendments include, but are not limited to, permitted use chart and specific development requirements. Agenda Item: bfCQiv(fz-CSSe° fo Stv ./eczf `c8 Section 17.13.070.1 "Self storage, public storage, warehouses" would be modified to prohibit these uses in the Community Commercial zone, where they were previously allowed with the approval of a minor use permit, and require a conditional use permit in the Business Park, Industrial Commercial and Industrial zones, where they were previously either permitted by right or allowed with the approval of a minor use permit. Self -storage facilities are prohibited in all other zoning districts. The intent of this change is to limit the visibility of self -storage facilities along primary and secondary thoroughfares. Section 17.13.070.3 "Outdoor storage, building materials and lumber storage yards, and/or contractor yards" would be modified to limit the outdoor stacking height to a maximum of ten (10) feet. Since this is a storage -related use, staff included this change to address an emerging issue. Section 17.17.040.K. "Self -storage facilities" would be modified to require extensive landscaping, before and after photo simulations of the project, and allow additional height for architectural features having no storage capacity. These changes are intended to aesthetically enhance these facilities.
