SUBJECT: AWARD THE PURCHASE OF SEVEN LIGHT-DUTY TRUCKS
DEPARTMENT: Administrative Services
RECOMMENDED ACTION
Council award a contract to Lake Chevrolet for the purchase of seven light-duty trucks for an
amount not to exceed $154,263.83 from account numbers 1700-8615, 7211-8615, 7310-8615 and
7330-8615.
BACKGROUND
The City Council approved the purchase of seven light-duty trucks in the FY 2003/2004 budget.
The Invitation to Bid was published three times, from August 17 to August 24, 2003.
Notifications were sent to the Chamber of Commerce, VIA, and 40 suppliers on file.
The complete Invitation to Bid package was hand delivered to four local dealers. The local
dealers are eligible for a 1% local preference. Additionally, 24 dealers downloaded the bid
package from the City's website, and one dealer requested a bid package by mail. Twelve
suppliers submitted responses opened by the City Clerk on September 25, 2003, and the results
of the bids are shown below:

The bid from Reynolds Buick GMC included two exceptions to the specifications on Items 1-3.
Correcting these exceptions would add $9,030.03 to their bid total. The bid submission from
Lake Chevrolet met all bid requirements. Staff finds the response from Lake Chevrolet to be the
lowest responsive and responsible bid.
ALTERNATIVE ACTIONS
1. Reject all bids and rebid.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $170,000 were budgeted in account numbers 1700-8615, 7211-8615,
7310-8615 and 7330-8615 for FY 2003/2004.
