HomeMy WebLinkAbout2003-01-14 - AGENDA REPORTS - BUS STOP TRASH CONTAINERS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approv : % Item to be presented by: Jason Smisko DATE: January 14, 2003 SUBJECT: PURCHASE OF BUS STOP TRASH AND RECYCLING CONTAINERS WITH GRANT FUNDS FROM THE DEPARTMENT OF CONSERVATION DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Council award bid of 130 automated litter containers for use at bus stops for the collection of trash and recyclables for the cost of $50,528.94 using Department of Conservation grant funds to Recy-Cal Supply Company. BACKGROUND Realizing the need for more trash and recycling containers in public areas throughout the City, staff submitted a request to the California Department of Conservation (DOC) to use a portion of the City's Beverage Container Recycling Block Grant to fund the purchase of trash and recycling containers for use at bus stops. The DOC was supportive of the proposal and gave staff permission to use grant funds for the purchase of the containers and to also pay for the collection of the refuse and recyclables. The containers that staff proposed for use at the bus stops are containers especially designed for public use that are also designed for collection by automated style refuse trucks, minimizing the danger posed to employees collecting the trash and recyclables. Environmental Services staff worked together with Transit staff to identify 60 locations with a high probability for contributing to the City's litter program and decided on ordering 130 containers (65 trash and 65 recycling) in order to have a supply of back-up containers. The City then released a Request for Proposals (RFP) on November 25, 2002 for the purchase of 130 automated litter containers. In response, Recy-Cal Supply Company submitted the only bid and offered to provide the unique containers fitting the City's needs for a total of $50,528.94. Once the containers have been purchased and delivered to the City, staff will coordinate with the haulers for the collection of the containers. Staff will be using grant funds to pay for the collection of the trash and recyclables until the new Residential Franchise Agreements are in effect, then the new residential hauler will be required to collect the trash and recyclables as an in-kind service. Based on the preliminary numbers proposed by Blue Barrel and Atlas for the collection of the trash and recyclables at the bus stops, staff anticipates that providing the services for the next three years (time until new residential Agenda Item F ^ [Ju l� jai �ir1 agreements are in effect) would cost less than $34,000 which can be covered by the City's beverage container recycling grant funds. ALTERNATIVE ACTIONS Other action as determined by the Council. FISCAL IMPACT Funds in the amount of $84,712.28 in DOC Beverage Container Recycling Grant funds have been budgeted and are available in account number 3814-8001.
