SUBJECT: RESOLUTION FOR THE CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD (CIWMB) REUSE ASSISTANCE GRANT
FOR A LOCAL MATERIALS EXCHANGE PROGRAM AND FOOD
DONATION PROGRAM

RECOMMENDED ACTION
City Council adopt a resolution authorizing submission of the CIWMB Reuse Assistance
Grant.
BACKGROUND
The City seeks to apply for a grant to implement a reuse program. The CIWMB estimates
the waste stream tonnage for both construction and demolition waste and food waste is over
32,000 tons. Staff estimates that the numbers for construction and demolition waste is four
to five times higher than the CIWMB estimate. This program would help promote posting
free advertisements for wanted and needed products for reuse through a new Santa Clarita
Valley waste exchange, which would include construction and demolition waste. In
addition, the program would provide outreach to restaurants through the stormwater
inspections to encourage donation of extra food to local sources, and to help provide
equipment to local food distribution networks to help facilitate storage of the food until it
can be served. Public education and outreach would include promoting and encouraging
commercial, governmental, and institutional agencies to participate in the waste exchange
and food donation programs and events. This would include, but not be limited to, schools,
commercial businesses, local artists, and crafters.
Several art programs for schools and community art projects could benefit from the waste
exchange. Commercial businesses could benefit from reduced waste hauling costs.
Recently, local artists displayed their works using second hand materials. These artists
and local crafters could find materials needed or advertise for materials wanted, free of
charge, if this program is funded. This program will work with local programs, such as the
Food Pantry and the Santa Clarita Valley Senior Center, to encourage more restaurants to
donate food overruns rather than throw them away. In addition, restaurants can quantify
the materials donated and may be eligible for tax deductions for their contributions.

1. Do not adopt the Resolution and direct staff not to apply for the grant.
2. Other action as determined by the Council.
FISCAL IMPACT
The grant application requests $50,000, with a $25,000 match required. This is a two-year
grant, therefore, the matching funds and grant funds would be spread over FY 2003/04 and
FY 2004/05. Matching contributions may be used only for eligible expenses that are
directly related to the project. The existing Solid Waste Program base budget and the value
of existing staff time will be used for the majority of the matching contribution. The
remaining expense of approximately $5,000 over two years would be funded from the
Promotion and Publicity budget. The estimated salary match is included in the table below.
