SUBJECT: NEWHALL COMMUNITY CENTER - PROJECT NO. F2006 AWARD
CONTRACT FOR ARCHITECTURAL DESIGN SERVICES

RECOMMENDED ACTION
1. Authorize General Fund transfer of $152,512.00 from Community Center Renovations
Account No. F2004001-8001 to Newhall Community Center Project Account No.
F2006001-8001.
2. Authorize fund transfer of $50,000.00 from Community Center Renovations Account
No. F2004104-8001 to Newhall Community Center Project Account
No. F2006104-8001.
3. Draw down from Department of Housing and Urban Development funds in the amount
of $82,517.00 and appropriate to Account No. F2006104-8001.
4. Award the architectural design services contract for the Newhall Community Center,
Project No. F2006, to RRM Design Group in an amount not to exceed $330,000.00; and
authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
BACKGROUND
In 1994, the City leased and improved an existing facility in the Newhall area for use as a
Community Center (Center), and began programming a number of successful events there.
The community of Newhall is located in a census block group classified as having low to
moderate household incomes. Additionally, the Center serves the residents in the low to
moderate income category, making Community Development Block Grant (CDBG) funding
available for design and construction of the Center.
Given the substantial expansion of the Community Center programming over the past
decade, the current facility has become grossly insufficient to adequately accommodate
existing programming. To appropriately serve Newhall's current and future projected
needs, the City has proposed to site a new Community Center on an approximate four -acre
site and construct a facility that accommodates expanded programming of the Center, and
to do minor repairs to the Center until such time that the new facility is constructed. Staff

has completed the necessary repairs to the Center and will be using remaining funds to
cover design costs of the new facility.
The proposed Newhall Community Center will serve more than 2,500 people weekly and
offers programs such as: Ballet Folklorico, boxing, toy library, afterschool tutoring, karate,
basketball, soccer, teen club, future leaders, cheerleading, Read Your Way program, day
camp, art, drama, community service, aerobics, conversational English, field trips,
overnights, etc. If funding and schedule allow, the facility will incorporate green building
features, as well as an enhanced plaza.
The philosophy at the Center is to provide programs that mentor youth and offer
opportunities to develop skills, self-esteem, and growth. Leaders are chosen carefully and
trained to think of the individual as a whole. They are challenged to create ways to reach
each participant in their program and assist them in reaching their highest potential.
Staff solicited design proposals from seven firms. The following four firms submitted
written proposals to the City:

Staff evaluated all four proposals in accordance with the requirements in the Request for
Proposals and invited the top three firms to interview with a panel of staff members. From
these three firms, staff determined that RRM Design Group would best fulfill the City's
seeds for the project. Therefore, staff recommends awarding the contract to RRM Design
Group.
Scope of work for the design services will include programming, schematic design, design
development, preparation of construction plans, specifications and estimates, construction
administration, and record drawings. The selected design team will work closely with the
City's project manager and the City's Parks, Recreation, and Community Services staff to
complete this first -of -its -kind capital improvement project for the City of Santa Clarita.

FISCAL IMPACT
The General Fund transfer is remaining balances from the Fiscal Year 2002-03 budget
appropriations for Community Center renovations. CDBG monies are remaining funds
from the City's CDBG Fiscal Year 2002-03 allocations from the State. These funds have
been previously approved for disbursement to the City and have not been requested from
the Department of Housing and Urban Development. Appropriate $82,517.00 in
Community Development Block Grant funds to Account No. F2006104-8001, and increase
estimated revenues in Account No. F2006104-5226 by the same amount.
