RESOLUTION FOR THE WATER RECYCLING FACILITIES
PLANNING GRANT FOR DRAINAGE BENEFIT ASSESSMENT
AREA NOS. 6 AND 18 LOCATED IN THE SHANGRI-LA
VICINITY

RECOMMENDED ACTION
City Council adopt a resolution authorizing staff to file for a Water Recycling Facilities Planning
Grant from the State Water Resources Control Board.
BACKGROUND
The City seeks to apply for a Water Recycling Facilities Planning Grant from the State Water
Resources Control Board. If funded, the grant will be used to plan for a water recycling system
that will distribute groundwater from the Shangri-La vicinity to local irrigation use.
The source of the water for the proposed recycling system will be from the City's Drainage
Benefit Assessment Area (DBAA) Nos. 6 and 18, located in the Shangri-La area. The DBAA
was established to maintain low groundwater levels. The DBAA consists of several pump
stations that discharge groundwater into the Santa Clara River. The discharge from the pump
stations is regulated by the Regional Water Quality Control Board (Board) through a National
Pollution Discharge Elimination System (NPDES) permit.
During the NPDES permit renewal process in June 2003, the Board informed the City that the
water discharged from the DBAA had exceeded the constituent limits as set by the permit. In
order to allow renewal of the City's NPDES permit, the Board granted the City interim limits for
these constituents. The Board further required that the City present a work plan listing long-term
compliance options on how Santa Clarita intends to meet the Board's limits for these
constituents.

One of the long-term compliance options presented and accepted by the Board is to install a
reverse osmosis treatment facility to treat the groundwater prior to discharging into the Santa
Clara River. The cost to install the treatment facility is approximately $200,000, with an
additional cost of approximately $100,000 yearly for maintenance. This will result in increases
to DBAA assessments of about $300 per household. Due to the high capital and maintenance
costs, this option is not recommended by staff.
The second long-term compliance option is a reclaimed water distribution system. The system
would distribute groundwater through underground pipes from the DBAA pumps to local
irrigation use. Since the groundwater meets water quality standards for irrigation, this is a viable
option. The City does not have funding available for the system, and staff is interested in
pursuing this grant opportunity as a means to implement this system.
When constructed, the water recycling system will benefit the residents of the Shangri-La area
and the City. This project may eliminate the need for an NPDES permit, thereby eliminating all
permit related costs paid for by the residents of Shangri-La. The City will save staff time and
consultant fees to renew the permit. Since the Board policy encourages the reuse of water, this
alternative is considered the best option for long-term disposal of this groundwater. The design
for this system will be consistent with the Castaic Lake Water Agency's water recycling master
plan.
ALTERNATIVE ACTIONS
1. Do not adopt the resolution and direct staff not to apply for the grant.
2. Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact associated with this agenda item. If received, the grant will cover
50 percent of the cost of the system up to a maximum grant of $75,000. The matching 50 percent
would include $54,500 DBAA (fund balance) and $20,500 in City staff time. This is a total of
$75,000 for matching funds. In the event that the City receives grant funding for this project,
staff will return to the City Council at a later date to request appropriation of potential matching
grant funds.
