SUBJECT: AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES
AGREEMENT WITH RBF CONSULTING TO PREPARE AN
ENVIRONMENTAL IMPACT REPORT (EIR) FOR LYONS CANYON
RANCH, TENTATIVE TRACT MAP 53653, PARCEL MAP 26694
(MASTER CASE NO. 02-277).

RECOMMENDED ACTION
City Council authorize the City Manager or designee to enter into a professional services contract
between the City and RBF Consulting to prepare an EIR for the Lyons Canyon Ranch project for a total
contract amount not to exceed 5363,100 from account #501-23047, subject to City Attorney approval.
EIR preparation costs will be borne by the applicant.
BACKGROUND
City staff is recommending an EIR be prepared for the Lyons Canyon Ranch (Tentative Tract Map
53653, Parcel Map 26694) project.
The applicant, Western
346.32 - Pacific Housing, is proposing the future development of
an acre site adjacent to The Old Road on the west side of Interstate 5 just south of Sagecrest Circle
and north of Towsley Canyon State Park. On July 14, 1998, the project titled Lyons CanyonRanch awas
Part of a 728 -acre Prezone and General Plan Amendment to Specific Plan (Ordinance 98-14).
In Tentative Tract Map 53653, the applicant is proposing a Specific Plan mixed use development
incorporating 170 single-family residential lots, 129 multi -family townhome units, 380 apartments, 152
senior housing units, a 7.98 acre park site, and 137.86 acres of open space. No commercial uses are

In Tentative Parcel Map 26694, the applicant is proposing to subdivide the
parcel into three
commercial lots roughly totaling 8.33 -acres and an approximately 87.87 -acre for open space.
RBF Consulting was the highest rated firm of the three firms interviewed by City staff for the
Preparation of the EIR. The cost for preparing the document is $363,100. This includes a 10%
contingency fee, which will provide a buffer in the event of unexpected costs. The money was
deposited into a 501 account and this amount will cover all costs associated with the Environmental
Impact Report (E1R).
ALTERNATIVE ACTIONS
Not approve the contract with RBF Consulting and select alternate consulting firm for the
Preparation of the EIR.
2. Other action as determined by the Council.
The cost of EIR preparation will be borne solely by the applicant. Western Pacific Housing has
submitted a check which was deposited into account #501-23047 (Lyons Canyon Ranch EIR).
Therefore, authorization to proceed with the EIR does not create a fiscal impact to the City's budget.
