HomeMy WebLinkAbout2003-06-10 - AGENDA REPORTS - ENGR TRAFFIC SURVEY STUDY (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: June 10, 2003 2003 ENGINEERING AND TRAFFIC SURVEY STUDY Transportation and Engineering Services RECOMMENDED ACTION Direct the City Clerk to certify the 2003 Engineering and Traffic Survey Study; adopt the resolution establishing prima facie speed limits on each highway segment included in the attached 2003 Engineering and Traffic Survey Study; direct staff to implement the necessary signage changes brought about by adopting this Study; and request the Sheriff's Department to continue the radar enforcement program on City streets and highways covered in this study as soon as the signage changes are made. BACKGROUND Staff has completed an Engineering and Traffic Survey Study, which forms the basis for recommended speed limits on roadway segments that have been constructed and/or annexed into the City since the last Study, the 2000 Citywide Engineering and Traffic Survey Study. Included in the current Study is State Route 126 (Magic Mountain Parkway and San Fernando Road) between Interstate 5 and State Route 14, which was relinquished to the City in October 2002. Staff performed the 2003 Study according to California Vehicle Code (CVC) provisions and California Department of Transportation (CALTRANS) Traffic Manual recommendations. When adopted, prima facie speed limits will be adopted for each highway segment in the Study. When appropriate signs are posted, the Sheriff's Department can enforce these speed limits via radar. California cities, counties, and other state agencies must conduct these Survey Studies every five years to validate the continued use of radar for enforcement. Using radar to enforce speed limits is the safest and most effective way to control speed. Without radar, speed enforcement becomes more complicated, more time consuming, and less safe Adopted: , 44a =3 --7/ because police units must pace offending vehicles. Rather than one, two speeding vehicles are on the highway, the offender and the police unit. An effective radar enforcement program can: • Lower prevailing vehicle speeds • Lower vehicular accident rates • Enhance overall highway safety The results of this Study present all the engineering and traffic surveys of 25 individual highway segments in one report. It contains a brief discussion regarding speed zoning principles, as well as the the basic purpose and methodology of speed zone studies. It includes a summary of recommended speed limits for each highway segment, two tabulated summaries of the traffic accident analysis, a speed survey summary, and recommendations. It also includes an appendix containing detailed engineering and survey data. The 2003 Engineering and Traffic Survey Study also contains a summary of adjustments to existing posted speed limits. Staff recommends the attached adjustments, based on the results of the Study, as essential to the overall success of the radar enforcement program. Staff recommends these adjustments primarily because of the speeds observed on the highway segments. These speeds result from driver comfort with the roadway. Individual drivers select their comfort level, often without regard to the posted speed limit. It is unlikely that these adjustments will result in higher prevailing speeds. In fact, when combined with an effective enforcement program, these adjustments can result in safer operating speeds on the highway. The Sheriff's Department has carefully reviewed each recommendation in this Study and agrees with its findings. Assembly Bill 872, authored by Assembly Member Tony Strickland (R -37 -Thousand Oaks), would provide flexibility to local agencies in setting speed limits on roads within their jurisdictions. This bill specifies criteria which may be considered by local agencies in setting speed limits on certain local roadways. This bill would authorize a local authority, when conducting an engineering and traffic survey for the purpose of establishing a speed limit, to consider the safety of pedestrians, bicyclists, and persons at work in the highway. This bill still needs to be acted on by both the Senate Committee on Transportation and the full Senate. At this time, therefore, it is not fully known how any changes to the CVC, as a result of passage of this bill, could affect the setting of speed limits on roadways within the city. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT New sign installations or minor adjustments to existing signs will be required at an estimated cost of $2,000. Funds for these expenses are available in the Field Services Signing and Striping Maintenance account. The study was conducted to comply with existing State regulations concerning increasing or decreasing speed limits within City boundaries. To legally use radar for speed enforcement, Section 40802(b) of the California Vehicle Code (CVC) requires that speed limits be established per Sections 22357 and 22358 of the CVC, the limits must be justified by an engineering and traffic survey conducted within five years of the alleged violation. However, according to Section 40802 the time limit can be extended to seven years if the radar operator successfully completes a 24-hour course that was approved and certified by the Commission on Peace Officer Standards and Training. Please refer to our report dated September 2000 for more detailed information and study methodology. The results of the accident rate calculations, including the expected accident rates for each type of roadway facility are shown in Table 1 and on the speed zone survey form for each roadway segment surveyed. Table 2 shows the surveyed road segments with posted and recommended speed limits, including any increases or decreases.
