B2007 — EEM 2000(147) AWARD OF CONSTRUCTION CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the construction contract for the Gateway Beautification, Project No. B2007, to Pierre Sprinkler and Landscape in the amount of $247,956.00, and authorize an estimated contingency not to exceed $22,688.00 for any necessary change orders to the contract and administrative/inspection costs; transfer $55,000.00 from Account No. B3001001-8001 to Account No. B2007001-8001; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Gateway Beautification project is a State-sponsored Environmental Enhancement Mitigation (EEM) grant project consisting of tree planting along the Metrolink corridor at Pine Street, Golden Triangle Road, and Via Princessa. The grant stipulates that at least 355 trees be planted along the Metrolink corridor, and that the State's participation will be 77 percent of the actual eligible costs up to a maximum of $237,353.00. The City's of participation for the project has been estimated at $85,000.00, of local match money, p art which includes money previously acquired for staff and design of the project. On December 12, 2002, the City Clerk's office received the following three bids for the project: Company Pierre Sprinkler Landscaping Zondiros-Peninsula Landscaping Pima Corporation Location Amount Van Nuys, CA $247,956.00 Torrance, CA 308,690.00 Los Angeles, CA 316,920.00 The construction estimate for the project is $272,751.60. Staff recommends that the project be awarded to the lowest responsive bidder, Pierre Sprinkler and Landscape, in the amount of $247,956.00. B2007 AWARD OF CONSTRUCTION CONTRACT January 14, 2003 — Page 2 is in good standing with the State Contractor's License Board. The bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. Additionally, the references provided indicated that this contractor has performed work to their satisfaction. The balance transfer is proposed to come from Account No. B3001001, which has been completed and accepted. There is $69,000.00 remaining in the fund allocated in Account No. B3001001. Staff proposes using $55,000.00 to fund a portion of Account No. B2007001. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The maximum State participation of $237,353.00 has been budgeted in Account No. B2007453. Staff proposes that project savings from the 1999/2000 Median Landscaping project (Soledad Canyon Road), Account No. B3001001, be used to fund the City's participation of $55,000.00, and that a budget transfer in this amount be authorized. The City has previously committed $30,000.00 in local match for irrigation and project design work. Award of this contract will allow construction to occur.
