PUBLIC HEARING

SUBJECT: GENERAL PLAN AMENDMENT 02-003 AND ZONE CHANGE 02-
003 (MASTER CASE 02-472) FOR THE QUIGLEY CANYON AREA,
LOCATED WITHIN THE COMMUNITY OF NEWHALL IN THE
PLACERITA CANYON AREA, NORTH OF SAN FERNANDO ROAD
AND WEST OF SIERRA HIGHWAY

RECOMMENDED ACTION
City Council conduct a Public Hearing and adopt a Resolution to approve the Negative
Declaration prepared for the project and approve General Plan Amendment 02-004;
introduce an Ordinance approving Zone Change 02-004, and pass to a second reading an
Ordinance entitled: GENERAL PLAN AMENDMENT 02-003 AND ZONE CHANGE 02-003
(MASTER CASE 02-472) FOR THE QUIGLEY CANYON AREA, LOCATED WITHIN THE
COMMUNITY OF NEWHALL IN THE PLACERITA CANYON AREA, NORTH OF SAN
FERNANDO ROAD AND WEST OF SIERRA HIGHWAY.
BACKGROUND
The project is a City initiated request for a General Plan Amendment and Zone Change for
an undeveloped approximately 156.7 -acre site known as Quigley Canyon. The proposed
General Plan Amendment and Zone Change will change the designations and zoning of all
156.7 acres to OS (Open Space). An existing MOCA (Mineral/Oil Conservation Area)
General Plan designation will be added as an overlay zone to a portion of the site.
The site has been owned by various development companies as part of larger holdings
within the City. The site has never been developed and has been used by the local
community for passive recreational purposes. In 2001, the City acquired the site from
Beazer Homes. The site is to be used for passive recreational purposes, such as hiking and
riding trails.
DISCUSSION
The City's General Plan currently designates the site RE (Residential Estate - 91.62 acres),

RVL (Residential Very Low — 49.16 acres), RL (Residential Low — 15.93 acres). The
General Plan also identifies a MOCA (Mineral/Oil Conservation Area) overlay designation
in the areas designated RE and RVL (140.8 acres). The current zoning reflects the General
Plan designations, with the exception of the MOCA overlay. The proposed General Plan
Amendment and Zone Change will change the designations and zoning of all 156.7 acres to
OS (Open Space). In addition, to ensure consistency between the General Plan and zoning,
the existing MOCA General Plan designation currently identified in the areas zoned RE
and RVL will be reflected in the new OS zoning of those areas (140.8 acres).
The proposed zoning is consistent with the City's General Plan. City zoning and
development regulations as they pertain to OS zoning will apply to this property.
An initial study and negative declaration have been prepared for this General Plan
Amendment and Zone Change based upon the General Plan Final EIR.
PLANNING COMMISSION ACTION
The Planning Commission held a public hearing on January 21, 2003. After consideration
of all relevant materials and information presented to them, including testimony made by
two City residents, the Commission unanimously voted to recommend that the City Council
approve the project. The recommendation for approval is attached to this report.
ALTERNATIVE ACTIONS
Council may choose not to adopt Resolution and Ordinance and not pass to second reading.
Other direction as determined by the City Council.
FISCAL IMPACT
The subject project will change the General Plan designation and zoning of the site from
various zones to Open Space. There is no development associated with the request. There
will be no fiscal impact to the City's budget as a result of these actions.

PROJECT LOCATION: The project site is generally located in the City of Santa Clarita within the community of Newhall,
north of San Fernando Road and west of Sierra Highway.
A DRAFT NEGATIVE DECLARATION has been prepared for this proposed project and is available for public review
beginning at 12:00 p.m. on December 22, 2002.
