C3002 — EXECUTE CONSTRUCTION AND MAINTENANCE AGREEMENT BETWEEN CITY AND SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council authorize the execution of the Construction and Maintenance Agreement with the Southern California Regional Rail Authority (SORRA) and allow the expenditure of $398,341.00 from Account No. C3002455 to the SCRRA for the railroad work (see Exhibit "A" for cost breakdown); and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND This project will widen the intersections of Ruether Avenue at Soledad Canyon Road and Golden Triangle Road by adding traffic lanes, and installing curb, gutter, and sidewalk. The City has obtained approval from the SORRA, Metropolitan Transportation Authority, and California Public Utilities Commission to construct the proposed improvements at the grade crossing of Ruether Avenue with Golden Triangle Road and Soledad Canyon Road. The proposed improvements consist of one additional lane northbound and southbound, and new curb, gutter, and sidewalk. By adding one additional lane southbound, truck traffic will be able to turn right onto Ruether Avenue from Soledad Canyon Road, which currently is prohibited. An acceleration lane will also be constructed on Soledad Canyon Road to improve the flow of traffic coming from Ruether Avenue. The existing cross gutter will be removed and a catch basin will be constructed. These improvements will greatly improve the traffic flow through this intersection (see Exhibit 'B" for existing and proposed improvements). The City proposes to widen this strategic intersection at existing at -grade railroad crossings to mitigate traffic flow in anticipation of the Santa Clarita Business Park development and Golden Valley Road. The intent is to construct additional lanes of traffic to increase the level of service to these areas. FISCAL IMPACT This project is funded by developer fees in the amount of $1,000,000.00. Sufficient funds have been budgeted in Fiscal Year 2002-2003 in Account No. C3002455 to cover the cost of the construction of Ruether Avenue.
