BACKGROUND The Happy Valley community approached the City's Planning Division with a request to adopt a special standards district similar to that of the Placerita Canyon or Sand Canyon Special Standards Districts. Planning staff met with two neighborhood representatives and conducted a tour of the area to define possible boundaries for the district. ANALYSIS The process for adoption of the special standards district will take approximately one to two years due to the limited staff resources. Typically, a consultant would be contracted to work on a project of this nature, however, due to the high cost of hiring a consultant, in-house staff will be assigned to complete the project. The preparation of the special standards district would require a significant amount of staff resources and it would be necessary to re -prioritize staff time and workloads. The project would require research, community outreach, field tours, preparation of environmental documentation, staff reports, resolutions, and ultimately, an ordinance. The staff planners assigned to work on this project would have less time to work on current planning projects. Furthermore, although GIS has prepared study area map for the district boundaries, it is likely that this map will be revised several times thereby requiring additional time by the GIS Division. ALTERNATIVE ACTIONS 1. Direct staff not to proceed with the preparation of the Happy Valley Special Standards District. 2. Direct staff to determine costs associated with contracting a consultant. 3. Other actions as directed by the City Council. FISCAL IMPACT The anticipated staff time associated with the preparation of the special standards district has been estimated to cost approximately $14,000. As existing City staff will oversee the preparation of this effort, staff does not anticipate the need for any additional appropriation of funds beyond normal personnel costs appropriated as part of the budget process. In addition to staff time, additional costs associated with map production and environmental filing fees will be incurred as part of this project. Staff anticipates that these costs will not exceed $1,500.00. Therefore, the total anticipated cost of the project is projected to be $15,500.00. ATTACHMENTS Happy Valley Special Standards Study Area
