HomeMy WebLinkAbout2003-11-25 - AGENDA REPORTS - HAZARDOUS WASTE GRAN (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Travis Lange DATE: November 25, 2003 SUBJECT: ACCEPTANCE OF HOUSEHOLD HAZARDOUS WASTE GRANT DEPARTMENT: Field Services RECOMMENDED ACTION City Council accept grant funds provided by the California Integrated Waste Management Board, increase estimated revenues in Account No. 453-5171 by $67,218, and appropriate $67,218 to Account No. 5715-8001. BACKGROUND Under Public Resources Code (PRC) Section 47200, the California Integrated Waste Management Board (CIWMB) is authorized to award competitive grants to local government agencies for programs that reduce the amount of household hazardous waste (HHW) disposed of at solid waste landfills. For the 2003/2004 fiscal year, the CIWMB was awarded $4.5 million in funding for grants The City of Santa Clarita was among the cities recommended for fully -funded grants. The grant will be used for the collection and recycling of electronic waste (e -waste), such as cell phones, computers, televisions, etc., generated by residents of the City of Santa Clarita and the surrounding unincorporated areas during an amnesty period following Christmas. E -waste may contain a large assortment of hazardous materials that pose a hazard to people who come in contact with them, as well as the surrounding environment. Grant funds will also be used towards education and outreach material required to educate residents on issues pertaining to e -waste. The e -waste collection program will be implemented by using the City's current door-to-door HHW collector, Curbside, Inc., for the collection of e -waste during this amnesty period. Curbside will provide the staff needed for scheduling collections, collecting the materials, and preparing the invoices/collection reports for the City. After the April 2006 conclusion of the program, the City will continue a new a -waste collection program through the successful bidder in the City's residential franchise request for proposals (RFP) process. A� 9 F PV aNv� E 0 The purpose of the e -waste recycling program is to provide a convenient and safe method for proper disposal/recycling of e -waste and other HHW at no cost to residents located within the City, as well as residents in the unincorporated region (e -waste only). In addition, the program is intended to increase awareness of the hazards associated with the improper disposal of e -waste and other HHW, as well as reducing the quantity of e -waste sent to landfills. The education and outreach for the program will also include information on the City's HHW collection program, and on how residents can recycle their universal waste. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The CIWMB grant will provide the City with $67,218 for appropriation to Account No. 5715-8001 to implement the e -waste program as a supplement to the City's current Household Hazardous Waste door-to-door collection program.
