SUBJECT: RESOLUTION FOR THE CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD HOUSEHOLD HAZARDOUS WASTE GRANT

RECOMMENDED ACTION
City Council adopt a Resolution for the California Integrated Waste Management Board
Household Hazardous Waste Grant requesting the amount of approximately $80,000 for the
collection and recycling/disposal of waste electronic equipment.
BACKGROUND
The City seeks to apply for a grant to address an emerging problem by providing free
collections of waste electronic equipment, otherwise known as e -waste. The disposal of
e -waste has been an issue of concern for the City and its franchised waste haulers because
e -waste may contain hazardous materials, and most types of a -waste are now being treated
as hazardous wastes and are not permitted to be landfilled.
Staff seeks to obtain a grant to fund an amnesty a -waste collection program to complement
staffs proposed a -waste collection program using its current household hazardous
waste hauler, Curbside, Inc. The City is currently working on a proposed a -waste collection
program, which will allow residents to call Curbside, Inc. for the collection of a -waste from
their home for a fee. Staff is proposing to request approximately $80,000 in grant funds from
the California Integrated Waste Management Board to allow free collections of the a -waste
during the end of December and the beginning of January, (period of time that staff
estimates the greatest volume of a -waste will be generated) for the years 2003/2004,
2004/2005, and 2005/2006. After 2006, the new residential franchise agreement will be in
effect requiring the new hauler to provide free a -waste collections as part of the bulky item
collections program and this proposed amnesty program will no longer be necessary.
ALTERNATIVE ACTIONS
Other action as determined by the Council.
FISCAL IMPACT
The grant application requests an amount of approximately $80,000 and does not require
matching funds. Administration of the grant will not exceed the base budget funds.
