Agenda Item: CITY OF SANTA CLARITA INTEROFFICE MEMORANDUM TO: Ma or Smyt d C'ty ouncilmembers FROM: `en uls mp, City Mal DATE: December 2, 2003 SUBJECT: INTERSTATE 5 AND STATE ROUTE 14 CORRIDOR STUDY UPDATE RECOMMENDED ACTION City Council receive an overview of the North County Combined Highway Corridor Study and discuss staff's presentation. Over the past two years, the City of Santa Clarita has been working with the Los Angeles County Metropolitan Transportation Authority (MTA), the cities of Palmdale and Lancaster, and the County of Los Angeles to prepare the North County Combined Highway Corridor Study. MTA funded the $2.8 million study to develop feasible and cost-effective solutions for alleviating traffic congestion in northern Los Angeles County. The Study is divided into two parts. Part I of the Study is looking at State Route (SR) 14 between Interstate 5 (I-5) and the Kern County Line, and I-5 between SR -14 and the Kern County Line. Part II of the Study considered SR -138 between I-5 and the San Bernardino County Line. Both parts of the Study are being done in close coordination with Caltrans, the Southern California Association of Governments (SCAG), and the cities of Lancaster, Palmdale, and Santa Clarita. In order to ensure the Study area's continued economic vitality, the North County Combined Highway Corridor Study is conducted with the understanding that strategic, short-term construction improvements must be developed within the framework of long-range planning. The study team has completed the preliminary recommendations for Part I. For the I-5, the short-term improvements include the construction of High Occupancy Vehicle (HOV) lanes from SR -14 to SR -126 and an additional mixed flow lane from SR -14 to Calgrove Boulevard to assist trucks climbing the Newhall Pass. The short-term improvements for SR -14 will add one additional mixed flow lane in the areas where only two lanes in each direction currently exist. The long-term solutions for both I-5 and SR -14 are currently being refined by the study team. The preliminary recommendations will be presented to the City Council at the Study Session. Staff will also present an update on the funding efforts to date for I-5 short-term improvements at the Study Session.
