SUBJECT: AMENDMENT TO AGREEMENT BETWEEN THE CITY OF
SANTA CLARITA AND THE COUNTY OF LOS ANGELES TO
PROVIDE PUBLIC TRANSPORTATION SERVICES

RECOMMENDED ACTION
City Council approve the Amendment to the Agreement with the County of Los Angeles to
provide public transportation service from July 1, 2002 through June 30, 2003, and authorize the
City Manager or designee to execute the Agreement Amendment with the County of Los
Angeles, subject to City Attorney approval.
BACKGROUND
Los Angeles County assumes fiscal responsibility for Santa Clarita transit service in
unincorporated areas. The City and the County entered into an Agreement for the Fiscal
Year 2002/2003, with a County maximum obligation not to exceed $1,650.000. Mid -year
estimates indicated insufficient County budget to cover their jurisdictional share through
June 30, 2003. On May 8, 2003, the County Board of Supervisors approved an amendment
which increases Los Angeles County's maximum responsibility, not to exceed $1,850,000.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The Agreement Amendment would increase the County of Los Angeles' maximum contribution
by $200,000, from $1,650,000 to $1,850,000. There is no fiscal impact to the City.

Authorize the Director of Public Works, or his designee, to disburse up to
an additional $200,000 of Proposition A Local Return Transit funds
available in the Fifth Supervisorial District's allocation of the Transit
Enterprise Fund, for a total maximum obligation of $1,850,000, to finance
the additional cost of the public transportation service provided by
Santa Clarita Transit from July 1, 2002, through June 30, 2003.
2. Authorize the Director of Public Works, or his designee, to negotiate and
sign the Amendment of Agreement No. 74148, essentially in the form of
the enclosed amendment, between the City of Santa Clarita and the
County of Los Angeles.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The purpose of this action is to amend the existing Agreement No. 74148 (approved by
your Board on June 4, 2002, Synopsis 90) with the City of Santa Clarita for transit
services from July 1, 2002, through June 30, 2003. This action is needed to provide for
additional transit services within the unincorporated County areas in the Santa Clarita
Valley.

Implementation of Strategic Plan Goals
This action meets the County's Strategic Plan of Service Excellence as it provides
transit services to the public in a responsive manner. The additional transit services will
improve mobility to the residents in the unincorporated County areas.
FISCAL IMPACT/FINANCING
The estimated additional cost of the services is $200,000, which will increase the
County's maximum obligation from $1,650,000 to $1,850,000. The service will be
financed from the Proposition A Local Return Transit funds, available in the
Fifth Supervisorial District's portion of the Transit Enterprise Fund.
FACTS AND PROVISIONS/LEGAL REQUIREMENTS
This amendment will be approved as to form by County Counsel prior to submittal to the
Director of Public Works, or his designee, for signature. The agreement will be
submitted to the Director of Public Works, or his designee, for signature before the term
of service begins.
In accordance with the Chief Administrative Officer's June 15, 2001, instructions, this is
Public Works' assurance that this contractor will not be requested to perform services,
which will exceed the contract's approved amount, scope of work, and/or dates.
ENVIRONMENTAL DOCUMENTATION
On May 20, 1997, Synopsis 47, your Board found these services categorically exempt
pursuant to the Class I category provided under Section 15301 of the California
Environmental Quality Act guidelines and Appendix G of the County's Environmental
Document Reporting Procedures and Guidelines.
IMPACT ON CURRENT SERVICES (OR PROJECTS)
This action continues the current service.
