RECOMMENDED ACTION
City Council continue the item to a future hearing date, with appropriate notice to be provided.
BACKGROUND
On May 5, 2003, an application for a minor use permit was submitted to the Planning Division to
allow for the operation of a Kindergarten through sixth grade elementary school at the existing
Seventh Day Adventist Church property located at 24436 Valley Street. At the August 19, 2003
Planning Commission hearing, the Planning Commission approved the project by resolution with
conditions of approval. The project was appealed to the City Council on August 28, 2003 by
property owners within 500 feet of the project site. A petition was attached to the appeal letter
that included 71 additional signatures appealing the decision by the Planning Commission.
The item was scheduled for the appeal hearing on October 14, 2003. However, the project site
was not posted in accordance with the public notification requirements per Section 17.01. 100 of
the Unified Development Code, and a public hearing on the item can not be conducted before the
City Council at this time. Therefore, the item must be re -noticed for a future City Council
meeting.

Other action as determined by Council.
FISCAL IMPACT
No impact to the City's budget is anticipated with the proposed recommendation.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City
Hall Council Chambers, 23920 Valencia Blvd., 1st Floor, Santa Clarita, California, on the 14th
day of October, 2003, at or after 6:00 p.m. to consider an appeal of the Planning Commission
approval of Master Case 03-199, Minor Use Permit 03-023, North Park Christian Academy.
This minor use permit would allow for the operation of an elementary school within the existing
Seventh Day Adventist Church property located at 24436 Valley Street, in the City of Santa
Clarita. The proposed elementary school would not construct any new structures on the project
site and will utilize the existing facilities available at the Seventh Day Adventist Church. All
operations for the elementary school would take place between the hours of 7:30 a.m. and 4:00
p.m., with the exception of four evenings that are reserved for back to school night, open house,
parent orientation, and school dedication night. North Park Christian Academy is the project
applicant.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
