CONTRACT AWARD FOR THE PURCHASE OF A
MEDIUM -DUTY DUMP TRUCK

RECOMMENDED ACTION
Council reject the alternative bid from Reynolds Buick GMC Truck, and award a contract to
Lake Chevrolet for the purchase of a medium -duty dump truck, for an amount not to exceed
$59,414.10, from account number 5211-8615.
BACKGROUND
The City Council approved the FY 2002/2003 budget, which included the purchase of a medium -
duty dump truck. The Invitation to Bid was published three times, from April 6 to April 13,
2003. Notifications were sent to the Chamber of Commerce, VIA, and 27 suppliers on file. The
Invitation to Bid was distributed to 7 dealers, who requested an opportunity to bid. Additionally,
11 dealers downloaded the bid package from the City's website. Nine suppliers submitted
responses opened by the City Clerk on May 15, 2003, and the results of the bids are shown
below:

The bid from Reynolds Buick GMC proposed an alternative engine combination, not requested
in the solicitation. Reynolds Buick GMC offered the requested engine as an option at a higher
price. The Reynolds bid for the required engine would have been $59,848.25, which is higher
than the Lake Chevrolet bid. Staff has reviewed the proposed engine combination and
recommends the alternative bid be rejected and Council award the contract to Lake Chevrolet.
ALTERNATIVE ACTIONS
1. Reject all bids and rebid.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $61,000 were budgeted in account number 5211-8615 for FY 2002/2003.
