SUBJECT: JAN HEIDT METROLINK STATION IN NEWHALL SECOND
PLATFORM AND PASSENGER AMENITIES, PROJECT NO. F2005 —
AWARD OF CONSTRUCTION CONTRACT AND APPROVAL OF
PROJECT PLANS AND SPECIFICATIONS

RECOMMENDED ACTION
City Council award the construction contract to Vido Samarzich, Inc. in the amount of
$351,765.00, and authorize a contingency in the amount of $35,000.00; appropriate
$84,446.00 from Proposition "A" Fund Balance to project Account No. F2005205-8001 and
appropriate $10,000.00 from the existing outstanding General Fund loan from the
Redevelopment Agency to address budget shortfall to project Account No. F2005901-8001;
approve the project plans and specifications; and authorize the City Manager or designee to
execute all documents, subject to City Attorney approval.
BACKGROUND
On July 9, 2002, City Council awarded the design services contract for the Jan Heidt
Metrolink Station in Newhall second platform and passenger amenities to Willdan. The
design for the second platform and passenger amenities was completed for construction on
December 18, 2002. On January 22, 2003, the City Clerk's office received bids for the project
(Exhibit "B"). Vido Samarzich, Inc. submitted the lowest responsive bid in the amount of
$351,765.00, in addition to a 10 percent contingency in the amount of $35,000.00. The
current available budget is $292,319.00. Due to the shortfall of the budget, staff recommends,
with the approval of the City Manager, to appropriate $84,446.00 from Proposition "A" Fund
Balance to project Account No. F2005205-8001, appropriate $10,000.00 from the existing
outstanding General Fund loan from the Redevelopment Agency to address budget shortfall
to project Account No. F2005901-8001.
The architectural design and construction material for the second platform will be identical
to the first platform. All the underground work has been completed for the second platform.
Metrolink has completed the installation of the second track on the east; therefore,
Metrolink will be in operation once the platform amenities are constructed and ready to
accommodate its use.

In addition, three bus shelters will be constructed, of which two will be at Railroad Avenue
and Market Street and one at Railroad Avenue and 6th Street. The three bus shelters are
designed to be consistent with Citywide bus shelter guidelines and the architectural theme of
the station.
Substantial constraints and controls have been established in the construction documents to
reduce potential impacts on local traffic and homeowners during the construction phase.
Construction is scheduled to start in early April 2003 and is anticipated to be completed
within 40 working days after the effective date of the Notice to Proceed. Staff will appoint
inspectors to ensure proper work performance by the contractor, as well as handling daily
field issues. Since this project is a joint effort with the Southern California Regional Rail
Authority (SCRRA), City staff will be coordinating with SCRRA for construction activities.
SCRRA will also have trained flagmen to patrol the vehicle and foot traffic during the
construction activities in the vicinity of the Metrolink track.

FISCAL IMPACT
The project is FTA funded through MTA and local funds. Funds for this project were
previously appropriated by the City Council in the amount of $292,319.00, including the
City's shared amount of $61,503.00 for Fiscal Year 2002/2003. Based on the bids received, at
this time there are not adequate appropriated funds to award a construction contract for this
project. See below for the breakdown of the funding source for the project:

In order to award construction of this project, the City Council will need to approve
an appropriation of $84,446.00 from Proposition "A" Fund Balance to project Account No.
F2005205-8001, and an appropriation of $10,000.00 from the existing outstanding General
Fund loan from the Redevelopment Agency to project Account No. F2005901-8001 to address
the anticipated budget shortfall.
