RECOMMENDED ACTION
Contingent on action taken by the City Council at the Council meeting of April 8, 2003,
the Santa Clarita Redevelopment Agency adopt a resolution accepting a loan of $50,000 from
the City of Santa Clarita Developer Fee Fund (455). Appropriate $50,000 to Account No.
B2008901-8001. Transfer $15,000 from Account No. 1900-8001 to Account No.
B2008901-8001. Direct staff to complete the master plan for the San Fernando Road
streetscape project.
BACKGROUND
The Newhall Redevelopment Committee has retained the services of Mainstreet Architects to
create the preliminary design plan for the San Fernando Road streetscape. To date,
Mainstreet Architects has held three workshops with the Committee and has started work on
the streetscape plan at a cost of $15,000. At the February 3, 2003 Redevelopment Committee
meeting the Committee prioritized the streetscape plan as its top priority to revitalize the
downtown Newhall district. The funds will be used to complete a traffic and parking plan and
to complete the preliminary plan that will designate the actual improvements that are
necessary, the estimated cost of the improvements and the project time line. Completion of
this plan is necessary to obtain funding for the project from such diverse avenues as grants,
CDBG funds, FEMA funds, City general gunds and private funding in public/private
partnerships.
ALTERNATIVE ACTIONS
Alternative action would be to not fund the master plan for this project.

FISCAL IMPACT
The anticipated cost associated with the completion of the San Fernando Road Street
Scape Master Plan is $65,000. This action brings the total loan to the Santa
Clarita Redevelopment Agency to $3,487,000.
