HomeMy WebLinkAbout2003-08-26 - AGENDA REPORTS - NO STOP SAN FERNANDO RD (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: q CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 26, 2003 ESTABLISHING NO -STOPPING ZONE ALONG SAN FERNANDO ROAD Transportation and Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a no -stopping zone along the east side of San Fernando Road, from Magic Mountain Parkway to approximately 1,000 feet south of the Placerita Creek Bridge, and along the west side of San Fernando Road, from approximately 1,800 feet south of Magic Mountain Parkway to the Placenta Creek Bridge. BACKGROUND Due to a number of issues concerning the section of San Fernando Road between Magic Mountain Parkway and the Placerita Creek Bridge, staff recommends establishing a no -parking zone in this area. Issues of concern include the following: First, there is no sidewalk along the east side of San Fernando Road between Magic Mountain Parkway and the Placerita Creek Bridge; therefore, there is no pedestrian access. This is dangerous for motorists that park along this section of San Fernando Road, since there is no adequate place for people to walk after they exit their vehicles. Second, City staff has observed detached truck trailers parked along this section of San Fernando Road. These trailers are parked in violation of Section 12.64 of the City's Municipal Code. Staff has also noticed vehicles for sale parked along this section of San Fernando Road for prolonged periods of time. Finally, San Fernando Road is designated as a major arterial in the City's Circulation Element of the General Plan, and on -street parking is typically prohibited along major arterials. Adort Q2 s,,. 03 i�� Until recently, the City has been unable to address these issues, since San Fernando Road has been under Caltrans jurisdiction as State Route 126. In October 2002, San Fernando Road was relinquished to the City, so the City is now able to regulate on -street parking along San Fernando Road. Staffs evaluation indicated that the removal of parking along this section of San Fernando Road will have no impacts to the businesses in the area. The identified segments, on both the east and west sides of San Fernando Road, do not contain any businesses that have frontage along San Fernando Road. Along the east side there will be a gap in the no -stopping zone to allow on -street parking in front of the existing used -car dealership, just north of the Placerita Creek Bridge. ALTERNATIVE ACTIONS 1. Continue to allow parking on this section of San Fernando Road. 2. Other action as determined by the City Council. FISCAL IMPACT Establishing a no -parking zone for this section of San Fernando Road would require the installation of 50 signs, at a cost of approximately $5,000.00. Funds are available in the Field Services Striping and Signing Maintenance account for this work.
