HomeMy WebLinkAbout2003-05-13 - AGENDA REPORTS - PERSONNEL RULES MILITARY LEAVE (2)CONSENT CALENDAR CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Agenda Item: 6) DATE: May 13, 2003 SUBJECT: PERSONNEL RULES REGARDING MILITARY LEAVE DEPARTMENT: City Manager RECOMMENDED ACTION City Council adopt a resolution amending the Personnel Rules of the City to provide a benefit of 180 total days paid leave for employees involuntarily called to service during active military campaigns. BACKGROUND This item is being brought forward by City Council at the request of Mayor Cameron Smyth. Current City policy provides for paid leave due to military service in accordance with State law, which requires public sector employers to continue pay to employees for 30 days per fiscal year. In addition, the City allows employees called to military service to utilize their leave bank time as a means to offset the earning lost during the leave, should it extend beyond 30 days. The California National Guard and the United States Military reserves have been ordered to active duty in response to the terrorist attack of September 11, 2001, America's continuing War On Terrorism and Operation IRAQI FREEDOM. Two of these activated individuals have been employees of the City of Santa Clarita. A survey of 26 cities conducted by the Human Resources Office resulted in the following statistics: • 9 Cities follow state guidelines for military leave pay. • 4 Cities have provisions allowing the use of leave bank time to offset lost earnings. • 7 Cities have adopted resolutions providing for pay continuation beyond the State mandated 30 days. ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT The fiscal impact of this recommendation is anticipated to be minimal.
