HomeMy WebLinkAbout2003-10-28 - AGENDA REPORTS - PM 26607 APPROVE FM (2)Agenda Item: -- CITY OF SANTA CLARITA AGENDA REPORT Curtis Nay CONSENT CALENDAR City Manager Approval Item to be presented by: DATE: October 28, 2003 SUBJECT: PARCEL MAP NO. 26607 (WESTINGHOUSE PLACE) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1) City Council approve Parcel Map No. 26607 (Westinghouse Place); 2) Accept on behalf of the public the abandonment of direct vehicular ingress and egress to Newhall Ranch Road; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel Map No. 26607, which indicates that all special assessments levied by the City have been paid; and 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 26607, which embodies the approval of said map and the acceptance of the dedications shown thereon. L3 L Lu .W. � BACKGROUND Parcel Map No. 26607 (Commercial Condominiums - Valencia Industrial Center) is the only phase of Tentative Parcel Map No. 26607 which was granted approval by the Planning Commission on August 20, 2002. This parcel map, consisting of approximately 2.7 acres, is located north of Westinghouse Place, south of Newhall Ranch Road, and 400 feet easterly of Vanderbilt Way, and is owned by Raymond A. Scurria and Antonette Scurria. This map is a re -subdivision of a portion of Parcels 4 and 5, as shown on Parcel Map No. 18789, and is creating one lot for commercial condominium purposes (two buildings containing a total of eight units). Water rights have been secured for the lot. Sufficient right-of-way has been previously dedicated along Newhall Ranch Road and Westinghouse Place to meet current trail requirements. The site is for commercial purposes only and has no Quimby requirement. Bridge and Thoroughfare fees totaling $144,720 (per current Valencia District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. The conditions set by the City Council have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees (Valencia District): $144,720 Transit Mitigation Fee: None Quimby Fee: None ATTACHMENTS Fact Sheet Vicinity Map FACTSHEET Location: The southwesterly corner of Newhall Ranch Road and McBean Parkway.
