HomeMy WebLinkAbout2003-01-14 - AGENDA REPORTS - PREZONE SOUTH SC ANNEX (2)PUBLIC HEARING DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: January 14, 2003 Vince Bertoni PREZONE FOR THE SOUTH SANTA CLARITA ANNEXATION AREA (MASTER CASE 02-474) Planning and Building Services RECOMMENDED ACTION Conduct the public hearing and adopt a resolution approving the negative declaration; introduce an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA TO APPROVE PREZONE NO. 02-004 (MASTER CASE 02- 474) FOR THE SOUTH SANTA CLARITA ANNEXATION AREA LOCATED EAST OF INTERSTATE 5 AND WEST OF STATE ROUTE 14 ADJACENT TO THE SOUTHERN BOUNDARY OF THE CITY OF SANTA CLARITA CITY LIMITS. BACKGROUND On December 10, 2002, the City adopted Resolution No. 02-176 initiating the South Santa Clarita Annexation. The State of California Cortese-Knox-Hertzburg Local Government Reorganization Act of 2000 requires that the proposed project area be prezoned consistent with the City's General Plan before annexation. Adoption of the Prezone would allow staff to complete the annexation application submitted for the project area to the Los Angeles County Local Agency Formation Commission (LAFCO) on December 11, 2003. On January 7, 2003, the Planning Commission recommended approval of the Prezone for the South Santa Clarita Annexation. ANALYSIS Project Description This is a request to prezone the project area from County of Los Angeles A-2-1 (Heavy Agricultural -one acre minimum lot size) zoning to City RE (Residential Estate) designation on 811 acres and RM (Residential Moderate) designation on 14 acres. The area is not currently designated on the City's Zoning Map. The project site consists of two single-family residences and one mobile home park. The balance of the project site is vacant. No development is proposed with this project. The proposed annexation is generally located adjacent to the City's southern boundary east of Interstate 5 and west of State Route 14 in the unincorporated area of the County of Los Angeles. Agenda Item . d- The requested Prezone would be consistent with the City of Santa Clarita General Plan and existing land uses in the area. No development is proposed with this prezone request. General Plan The proposed annexation is located in the unincorporated area of the County of Los Angeles. The property is currently designated HM (Hillside Management), TC (Transportation Corridor), W (Watershed), and Urban 3 (6.7 to 15du/ac) under the Los Angeles County Santa Clarita Valley Areawide General Plan. The existing City of Santa Clarita General Plan land use designation is RE (Residential Estate) on 811 acres and RM (Residential Moderate) on 14 acres. ALTERNATIVE ACTIONS 1. Council may choose not to adopt the Resolution and pass the Ordinance for a second reading on January 28, 2003. 2. Other direction as determined by the City Council. FISCAL IMPACT No fiscal impact is anticipated with the proposed prezone.
