BACKGROUND On October 4, 2002, the Parks and Recreation Commission moved to recommend to the City Council implementation of a priority registration and/or non-resident fees. This issue has been a priority for the Commission for several years. Staff prepared several options for the Commission's consideration. Commission supported the policy but did not specify any particular method for the City Council. The City currently provides priority registration to residents in the youth basketball program, to returning teams in the adult softball program, and to returning participants in the Primetime Preschool. No other Parks and Recreation program offers priority registration, nor are there any classes "reserved" for residents. Staff believes that this is partially due to quitclaim restrictions placed by Los Angeles County when the City took over maintenance of County built park facilities. These restrictions do not exist on park facilities built by the City. A table of these facilities is attached for your reference. The only other area that provides priority to residents is the City's Field Allocation policy. This policy sets out procedures by which the City allocates fields for use by individuals and organizations. Priority is given to certain classifications of user groups. Several user groups have been defined and identified as part of the policy. For example, residents wishing to use the fields for private functions are given priority over for-profit organizations and non-residents. The major concern expressed by the Commission is to ensure the greatest number of City residents have access to City Parks and Recreation programs. There are at least two ways to enhance the current system employed by the City: • Priority Registration: This could be handled by simply designating a time in which registration is processed for City residents only. After that period is complete, registration would continue as it does now, with no preference given to residents or non-residents. Priority registration periods in other cities in Los Angeles County range from one day to two weeks. r Agenda Item: I • Non -Resident Fees: A higher fee would be charged to non-residents for registration in programs. While this fee does not necessarily increase a resident's access to programs, it does address the issue of Santa Clarita residents subsidizing programs for non-resident participation. A survey of other cities in Los Angeles County conducted by staff indicates that charging some type of non-resident fee OR employing a priority registration system for residents is very common, although non-resident fees are slightly more popular. In almost all cases, cities in Los Angeles County with a population of greater than 100,000 have either a non-resident fee or priority registration, and in some cases both. Non-resident fees charged by other cities in Los Angeles County are between $2 to $5 more per class per participant. There are no known limitations on Prop 40 or Prop A funds used in the construction of any City facilities that would preclude the City from implementing either a non-resident fee or priority registration system.
