HomeMy WebLinkAbout2003-02-25 - AGENDA REPORTS - QUIGLEY CYN ZC (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: CONSENT CALENDAR DATE: February 25, 2003 r Vince Bertoni SUBJECT: SECOND READING FOR ZONE CHANGE 02-004 (MASTER CASE 02-472) FOR THE QUIGLEY CANYON AREA, LOCATED WITHIN THE COMMUNITY OF NEWHALL IN THE PLACERITA CANYON AREA, NORTH OF SAN FERNANDO ROAD AND WEST OF SIERRA HIGHWAY DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council adopt an ordinance entitled AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AMENDING THE OFFICIAL ZONING MAP (ZC 02-004) FOR QUIGLEY CANYON, THE 156.7 ACRE AREA GENERALLY LOCATED IN THE CITY OF SANTA CLARITA WITHIN THE COMMUNITY OF NEWHALL, NORTH OF SAN FERNANDO ROAD AND WEST OF SIERRA HIGHWAY. BACKGROUND On February 11, 2003, the City of Santa Clarita City Council conducted a public hearing regarding a General Plan amendment and Zone Change for the approximately 156 -acre area known as Quigley Canyon. After the public hearing, the Council unanimously voted to adopt a Resolution approving the General Plan Amendment and Negative Declaration prepared for the project. In addition, the City Council introduced an ordinance and passed it to a second reading for tonight's meeting. The ordinance consisted of a Zone Change of the entire 156 acre site from RE (Residential Estate - 91.62 acres), RVL (Residential Very Low — 49.16 acres), and RL (Residential Low — 15.93 acres) to OS (Open Space) with a MOCA (Mineral/Oil Conservation Area) overlay zone in the areas designated RE and RVL (140.8 acres) and OS (Open Space) in the approximately 16 acre portion currently zoned RL. The applicant, the City of Santa Clarita, intends to use the site for passive recreational purposes open to the public, however, no development is proposed at this time.
