HomeMy WebLinkAbout2003-10-14 - AGENDA REPORTS - REC FEE SCHEDULE (2)Agenda Item• CITY OF SANTA CLARITA AGENDA REPORT PUBLIC HEARING City Manager Approval: Item to be presented by: Rick Gould DATE: October 14, 2003 SUBJECT: PROPOSED RECREATION FEE SCHEDULE DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council conduct a Public Hearing and adopt a resolution establishing a new schedule of fees and charges for selected recreation services. BACKGROUND The Parks, Recreation, and Community Services Department is a major provider of services to the citizens of the City of Santa Clarita. In order to maintain and create new recreational opportunities for the citizens, many department programs are fee-based. It is the philosophy of the City to provide subsidies to the Department's programs to encourage participation. This subsidy comes from the General Fund, which offsets the total costs of Parks, Recreation, and Community Services programs. The City does not currently recover 100% of the total cost of any of its programs and services. The City periodically conducts a fee study, or review of the fees it charges for programs and services. This year, City Council approved increases to all City fees by the Consumer Price Index during the budget approval process for Fiscal Year 2003-04. This resolution sets fees for the new Santa Clarita Aquatic Center. At this time, the Department is seeking to establish new fees for aquatic programs, special events, and facility rentals that are not currently specified in the City's fee structure. This will enable the City to create new cost centers for additional revenue and enhance existing service levels and amenities. Staff has spent considerable time reviewing these proposed fees and conducted a public participation meeting to ensure that they are reasonable enough to assist in cost recovery without being cost prohibitive to the participants. The recommendations also honor the City's philosophy on supporting recreation programming at the various subsidy levels. The Parks, Recreation, and Community Services Commission unanimously approved the proposed fee schedule, and recommended that the City Council approve the fees. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT If approved, the fee increases will enable staff to continue to provide programs and activities at existing service levels and the increases will generate and contribute additional revenue to the General Fund. This will reduce the burden placed on the General Fund by subsidization of the Parks, Recreation, and Community Services programs.
