SUBJECT: APPROVAL OF GRANT APPLICATION FOR THE SAN GABRIEL
AND LOWER LOS ANGELES RIVERS AND MOUNTAINS
CONSERVANCY (RMC) GRANT PROGRAM
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council adopt a resolution authorizing the submittal of a grant application for the San
Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) Grant Program
under the California Clean Water, Clean Air, and Coastal Protection Act of 2002.
BACKGROUND
The State of California's Resources Agency (Agency) announced a competitive grant
program for the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy
(RMC). The program will be administered by the Agency, and will be for acquisition,
development, rehabilitation, restoration, and protection of land and water resources
consistent with the statute creating RMC. The State Bond Act of 2002, Proposition 40, will
provide $18 million to cities located within the jurisdiction of the RMC. RMC's jurisdiction
includes the northern slope of the San Gabriel Mountains including the portion of the Santa
Clarita Valley south of Highway 14.
Upon approval of the resolution, a grant application will be submitted for the Lost Canyon
River Project, which will include land acquisition of up to 92 acres, trailhead parking
facilities, wildlife viewing areas, and trail construction to Sand Canyon Road. The
application must be submitted before the March 3, 2003 application deadline, consistent
with the program guidelines. Approval of the resolution will allow staff to submit
applications for possible grant funds.

FISCAL IMPACT
There is no matching fund requirement for this grant, and therefore, no fiscal impact is
associated with recommended action.
